No-knocks no more in Killeen
The Killeen City Council voted Tuesday to approve an ordinance banning the Killeen Police Department from using or participating in no-knock warrants.
The decision was made by a 6-1 vote, with Councilman Steve Harris voting against.
Two people have died in Killeen no-knock raids, which sometimes include broken glass, explosives to blow off doors, and a lot of guns — mostly in the hands of police, but sometimes in the hands of the residents inside.
Marvin Guy, 56, is in Bell County Jail, accused of fatally shooting KPD Detective Charles “Chuck” Dinwiddie during a pre-dawn no-knock narcotics raid on Guy’s west Killeen residence. Dinwiddie and three other officers were shot on May 9, 2014, and Dinwiddie died in a hospital two days later. ....

KILLEEN, TX — The Killeen City Council has voted to ban no-knock warrants.
The council voted 6-1 in favor of the ban during Tuesday s city council meeting.
The use of no-knock warrants has been under fire within the city of Killeen since 2019, when the execution of a no-knock warrant led to an injured officer and the death of James Scott Reed.
Last year, Killeen Police Chief Charles Kimble announced the city would no longer be executing no-knock warrants surrounding drug-related offenses. It was a middle ground that would only allow no-knocks in certain cases and with approval from the chief himself. ....

No-Knock Warrants are Banned in Killeen After City Council Vote


According to our news partners at KWTX, the Tuesday evening vote came a week after a proposed 
ordinance that would ban a peace officer employed by the city from requesting, executing or participating in a no-knock warrant.
The ordinance was proposed by Killeen Police Chief Charles Kimble, who also said that his department would accept the results of the vote and change the way they operate.
The ordinance reads in part, “No peace officer employed by the City of Killeen, including the Chief of Police as provided in section 22-26, may request, execute or participate in the execution of any search warrant that does not require the officer to knock and announce his or her presence prior to execution.” ....
