What Brookline voters should know about the upcoming CPA vote

Many projects around Brookline otherwise relegated to the back burner during years of belt tightening could have a shot at additional funding as voters consider opting in to the Community Preservation Act.
Question 2 on the town’s May 4 ballot will ask voters to approve a 1% property tax surcharge to fund community-minded projects, such as affordable housing, preservation and open space.
What is the Community Preservation Act?
Passed in 2000, the CPA is a state law that allows communities to opt into a 1% to 3% tax surcharge on top of their property taxes.
The state provides matching funds up to a certain percentage – projected at 32.3 percent for November 2021 – with the caveat that the funds are limited to causes such as supporting affordable housing development, preserving historic sites, and building or rehabilitating parks and playgrounds. ....

Newton will spend nearly $1.5 million in preservation grants to repair and restore the bell tower of Grace Episcopal Church, the city council voted March 1, marking the first time councilors have allocated Community Preservation Act funds to a religious organization.
The 17-5 decision came after what councilors described as a rush of public support for the project, which church leaders said could now be underway by the summer. Project advocates had maintained that barring a seven-figure contribution from the city, the 19th-century tower likely would get torn down. ....

Church gets $1.43M in CPA funds for historic tower restoration

With support from Mayor Ruthanne Fuller and a majority of city councilors, Newton for the first time will provide Community Preservation Act (CPA) funds for a project at a house of worship.
By voting 17-5 in favor of awarding more than $1.43 million in CPA money to help repair Grace Episcopal Church’s historic tower, most councilors indicated they did not believe the move went against the state’s anti-aid amendment.
The anti-aid amendment prohibits granting public money to several non-public entities, including schools and religious institutions, except in specific circumstances.
The church applied for the money because “a design defect has rendered the tower unstable, creating an emergency situation and a threat to public safety,” according to a Community Preservation Committee (CPC) report. ....
