The city of San Francisco is reviving a long-simmering feud with the state over water, filing a lawsuit Friday that charges state regulators with trying to take away the city’s coveted Sierra Nevada water supplies.
The suit claims the state water board is demanding the city forfeit too much water from the Tuolumne River as part of a licensing deal for two dams in the faraway basin. State regulators have said the water is needed to maintain proper river flows and support struggling salmon, but city officials contend the demands would leave Bay Area residents and businesses vulnerable to water shortages. ....

But this perception may soon change with a new drought looming on the horizon, even as the valley is still reeling from earlier droughts. Reductions to water allotments at the state and federal levels, alongside California Gov. Gavin Newsom’s inaction, only worsen the problem.
California – and the West Coast in general – is no stranger to drought. Generations of farmers in the valley have often drilled wells to tide themselves over the dry season. But farmers in the Golden State are now facing a plethora of challenges. Mired Again in Drought, Experts Say California Is Better Prepared to Survive


Conditions already mirror the state’s recent historic drought, but officials believe California can withstand the latest dry spell without environmental and agricultural disasters.

SACRAMENTO, Calif. (CN) Toxic algae blooms. Exposed, barren shorelines. Racing to prevent salmon die-offs. Sinking farmland. Dry wells. Unseasonable wildfires. 
Drought has returned to California and the American West.
Following the fourth-driest winter on record and just a few years after declaring victory over the last drought, California is once again prepping for a summer of water insecurity. Conditions already mirror the last drought, but experts and water managers contend the state is better equipped this time around.       ....

To ensure Southern California has reliable water as the state faces a second consecutive year of drought, Metropolitan Water District’s Board of Directors voted today to explore purchasing supplies on the water market.
While Metropolitan has enough water from its diverse sources and in storage to serve the region’s needs, even during this critically dry year, purchasing transfer supplies will help the agency strategically manage future risk. The purchases will particularly increase reliability in areas of Metropolitan’s service area that rely more heavily on water from the State Water Project. ....
