King County considers whether to repeal bicycle helmet law
The King County Board of Health is reviewing the law after concerns it is unfairly enforced and targets people of color.

SEATTLE The King County Board of Health is looking into whether it should repeal the county’s bicycle helmet law, after concerns it is unfairly enforced and targets people of color.
Central Seattle Greenways, a group advocating for safer streets, started researching the law last year in the wake of nationwide protests over racial inequality.
“We found that Black cyclists have been cited disproportionately for not wearing a helmet at four times the rate of white cyclists, so a really stark disparity,” said Ethan Campbell, who leads the helmet law working group. ....

On Wednesday, the Seattle City Council’s transportation committee will vote on Chair Alex Pedersen’s amendment altering spending priorities for the $20 vehicle license fee (VLF). Passed by the Council in November, the fee is expected to pull in $7.2 million per year.
While Pedersen’s amendment appears to have five votes via the five sponsors backing it Pedersen, Andrew Lewis, Lisa Herbold, Teresa Mosqueda, and Debora Juarez a committee recommendation isn’t assured. Only Pedersen and Herbold are members of the transportation committee, while Juarez is an alternate. Plus, some sponsors could change their mind and oppose the plan. Six Council votes and the Mayor’s signature are needed to ultimately approve bonding, and it’s not clear he has them. ....

How US helmet laws are used against cyclists of colour and homeless people


The video helped start a conversation in Seattle questioning the fairness of the 1993 bike helmet law. Now, with demands for racial justice ringing across the country, some individuals and organisations are calling for the repeal of the law and the city is auditing how police use it. But others question whether this move could compromise safety for cyclists – using a helmet is associated with a 51% reduction in the odds of head injury and a 65% reduction in fatal head injury.
The conversation could also have ripple effects in the country: Black cyclists are disproportionately stopped in New Orleans, Washington DC and Oakland, California, and law enforcement policies have often overlooked inequity in their system. In Dallas, police have used helmet laws to stop and question cyclists in neighbourhoods of colour, according to a 2014 analysis by the Dallas Morning News. And a 2016 study by the Department of Justice found that Black people accounted for 73% of bicycle stops in Ta ....
