Last week, Washington became the latest state to address environmental justice (EJ) through legislation by adopting the
Climate Commitment Act into law. The HEAL Act, which is the more comprehensive of the two passed laws, was based on
recommendations of a state-funded environmental task force issued in fall of 2020 and seeks to remedy the effects of past disparate treatment of vulnerable communities. The Climate Commitment Act is a more targeted law that establishes a greenhouse gas (GHG) emissions cap-and-invest program with the goal of reducing GHG and criteria pollutants in overburdened communities highly impacted by air pollution. Although the laws become effective on July 25, their major EJ-related requirements take effect at later dates. ....

Washington Governor Jay Inslee signed a sweeping set of new environmental laws Monday. He also vetoed some of their key provisions, drawing criticism from both Democratic and Republican lawmakers.
The five new laws aim to tackle pollution from fossil fuels and petroleum products as well as the various harms they do to the global climate, human health, and sea life:
Creating a âcap-and-tradeâ system to limit carbon emissions from the stateâs biggest polluters
Creating a âlow-carbon fuel standardâ that requires cars and trucks to shift to cleaner fuels in the coming years and make the daily commute less of a threat to the global climate. ....

On May 17, 2021, Washington Gov. Jay Inslee signed the Washington Climate Commitment Act (CCA), which will create an economy-wide cap on greenhouse gas (GHG) emissions and create a system in which GHG credits are auctioned and can be traded. In combination with the Clean Energy Transformation Act, enacted in 2019, and the newly-enacted Clean Fuel Standard, the legislation sets a course for the state to decarbonize its economy by 2050.
