Oregon policy must consider environmental justice under new resolution


Oregon lawmakers passed a resolution agreeing that state natural resource policy should be informed by historical inequities and the needs of communities already confronting climate change. 
The Oregon Senate voted Wednesday to adopt Senate Concurrent Resolution 17, which calls for natural resource agencies to use an environmental justice framework in crafting policy. The resolution, brought at the request of local nonprofit Beyond Toxics, is meant to ensure input from communities affected by those state agencies decisions.
This will be available for communities to use to talk to their local governments about what values they want to see their governments adopt and use to create practices and policies, said Beyond Toxics Executive Director Lisa Arkin. ....

Gov. Inslee is in West Seattle right now during a daylong tour of the metro area, signing bills. He has just arrived at the
HEAL Act (SB 5141), which he says will “set a course toward a more healthy and equitable future with greater environmental justice for all Washingtonians.” The Longhouse is hosting a celebratory event for the occasion, both inside and outside.

Washington State has joined a growing number of states that have adopted keystone environmental justice laws. On May 17, 2021, Governor Jay Inslee signed the Healthy Environment for All (HEAL) Act, E2SSB 5141, into law. 
The new law recognizes that many communities experience disproportionately greater environmental health impacts as a result of multiple social, economic, and environmental stressors. Its principal objectives are to reduce and eliminate these disparities and to “remedy the effects of past disparate treatment of overburdened communities and vulnerable populations.” The law builds on recommendations in a 2020 report prepared by a state-funded environmental justice task force.[1] Over the next several years, the legislation will inject environmental justice considerations into state administrative agency actions. Lawmakers in Olympia have bound Washington state’s fortunes  literally  to the fight against climate change with a legislative blitz, enacting a “historic” suite of climate protections.
Before adjourning April 25, Democrats passed a pair of sweeping restrictions on greenhouse gas pollution intended to aggressively cut Washington’s carbon footprint while driving billions of dollars into state coffers and toward clean energy.
The Climate Commitment Act will require industrial polluters to buy pollution credits from the state in a cap-and-trade market system similar to one operating in California.
