House Democrats introduce bill with pathway to 100% clean energy by 2035

Dive Brief:
House Democrats unveiled legislation on Tuesday that would bring economy-wide greenhouse gas (GHG) emissions to net-zero by 2050, and cut emissions 50% below 2005 levels by 2030 or sooner.
The CLEAN Future Act proposes a national Clean Energy Standard that would require all retail electric providers to generate 100% of their power from zero-emissions resources by 2035, and 80% by 2030. It would also require the Federal Energy Regulatory Commission to update U.S. transmission policy in order to better integrate renewables onto the grid, and direct greater investment in energy storage, microgrids, distributed energy resources and more.
The bill also targets transportation electrification, environmental justice, economic transition for fossil fuel workers, building efficiency and more. It would also include major changes to the Federal Power Act (FPA) and the Public Utility Regulatory Policies Act (PURPA). ....

Chatterjee calls on Congress to update federal energy policy to alleviate burden on FERC

Federal Energy Regulatory Commissioner Neil Chatterjee on Tuesday called on Congress to update federal energy policy to alleviate some of his agency s work load.
Legislative intransigence in Washington has put more and more of the critical decision making in the hands of agencies throughout the government that may not necessarily have the tools to address the complex challenges before us, he said during a virtual webinar hosted by K&L Gates.
He noted that most policy that s been passed since 2005 has been either in the form of tax bills or omnibus appropriations such as the American Energy Innovation Act included in stimulus spending. That lack of action has made it more difficult to regulate the fast-changing energy sector, Chatterjee said. ....

The bicameral Energy Act of 2020 which features provisions from multiple bills, including the Senate’s American Energy Innovation Act and the House’s Clean Economy Innovation and Jobs Act – has been included in the Appropriations Act of 2021.
If approved, the legislation would become the first comprehensive modernization of the nation’s energy policies in 13 years. It moves to the House and Senate for consideration this week.
The package was put together by Sens. Lisa Murkowski (R-AK) and Joe Manchin (D-WV), who serve as chair and ranking member, respectively, of the Senate Committee on Energy and Natural Resources. The two lawmakers spent months negotiating with Rep. Frank Pallone (D-NJ) and Greg Walden (R-OR), leaders of the House Committee on Energy and Commerce, along with Reps. Federal stimulus includes wind, solar tax credit extensions, adds first US offshore wind tax credit

Congress on Monday passed another stimulus package as a response to the COVID-19 pandemic.
The package includes extensions on the solar and wind production tax credit (PTC) and investment tax credit (ITC), energy efficiency incentives, research and development enhancements for clean energy technologies and more, according to a joint statement from House Speaker Nancy Pelosi, D-Calif., and House Senate Minority Leader Chuck Schumer, D-N.Y.
The relief package is the second implemented this year, and the first to extend aid to the renewable energy industry. It also includes several provisions from the Senate s American Energy Innovation Act, championed by Sens. Lisa Murkowski, R-Alaska, and Joe Manchin, D-W.Va., earlier this year, as well as from the House s companion bill. The inclusion marks the first time in 13 years Congress has passed comprehensive energy policy. ....
