Proposed New York law could change the way America recycles

(NEW YORK) A proposed bill in New York could change the way recyclables are managed all over the country.
New York State Sen. Todd Kaminsky and Assemblyman Steve Englebright have introduced a bill to require packaging producers to pay for recycling.
The bill, S.1185, states that by shifting the responsibility from local government to corporate producers for the end-of-life disposal of packaging and paper products, recycling will increase, waste will be curbed and tax dollars saved.
Under the bill, producers would be required to finance the recycling of their paper products and packaging materials but would also be rewarded for enhancing the recyclability of the items. Producers would be able to comply with the provisions under the bill individually or as part of a producer responsibility organization (PRO). ....

In Gov. Andrew Cuomo’s proposed 2022 Executive Budget, the state Department of Environmental Conservation would get $1.8 billion in new appropriations an 11% increase with most Adirondack programs’ funding staying level.
The funding does not include new forest rangers or other staff but allots $800,000 for High Peaks overuse abatement, plus hundreds of millions for statewide clean water and green programs.
“Given that this is a very tough budget year, given that there’s a lot of unknowns about what support may or may not come from Washington, the governor has put forth a budget that is consistent with the past few years for Adirondack priorities,” Protect the Adirondacks Executive Director Peter Bauer said. “Given the challenging times that we’re in, we think that the funding the governor has proposed makes sense.” ....

'Green Ammendment' Passes Senate | News, Sports, Jobs

Dan Stec and 13 other Republican state senators voted against a constitutional amendment known as the “Green Amendment,” which would guarantee New Yorkers the right to clean air, clean water and a healthy environment if the Assembly and voters agree. Stec said the language of the bill was too vague and could lead to lawsuits and distrust.
The amendment passed the Senate 48 to 14. North Country Sens. Patty Ritchie, R-Watertown, and Joseph Griffo, R-Rome, also voted against the amendment.
“I’m all for clean air and clean water. Who isn’t?” Stec, R-Queensbury, said on the Senate floor Tuesday. “But in the face of ambiguity you will have distrust, you will have lawsuits, you will have costs, and I’m trying to avoid that.” ....
