there were a few hearings held on Monday at the Capitol.

Senate committee advances bill requiring legislative approval of RGGI involvement

The Senate Environmental Resources & Energy (ERE) Committee advanced legislation this week that would require legislative approval of Gov. Tom Wolf’s proposal to enter Pennsylvania into the Regional Greenhouse Gas Initiative (RGGI).
Senate Bill 119, introduced by Sen. Joe Pittman (R-41), creates the Pennsylvania Carbon Dioxide Cap and Trade Authorization Act, which prohibits the Department of Environmental Protection (DEP) from joining RGGI or any similar agreement without approval from the state Legislature.

In RGGI Fight Escalation, GOP Blocks Wolf's Nominations To Utility Regulator

State Senate Republicans say they will block Gov. Tom Wolf’s appointments to Pennsylvania’s utility regulator unless he stops his effort to have the state join a regional cap-and-trade program targeting power plant emissions.
It’s the latest escalation of their fight against the Regional Greenhouse Gas Initiative (RGGI), which they say will hurt coal communities.
The move shocked some environmental and consumer protection groups, who say Republicans are holding the Public Utility Commission hostage over an unrelated policy decision.

Pollution Reduction Work on Lancaster County Farms Could Get Boost in Proposed Bill


Targeting polluted streams, a proposed program could set up a framework to provide needed money to farms in Lancaster County and across the state, where pressure is high to make environmental improvements.
That was the message shared by Republican state Sen. Gene Yaw of Lycoming County, who spoke Monday in York County to promote his Senate Bill 465, which has support among farmers and conservation stewards.
But even with that support, Yaw acknowledged there is an obstacle. Specifically, no dedicated funding source yet exists to get the proposed program off the ground.
“Funding is an issue,” Yaw said, speaking Monday at the Flinchbaugh’s Orchard & Farm in Hellam. ....
