A group of U.S. senators are close to unveiling a $52-billion proposal Friday that would significantly boost U.S. semiconductor chip production and research over five years sources briefed on the matter said.

GOP Senators Stunned as Mayorkas Blames Trump for 2021 Child-Migrant Surge
Republican Senators were stunned on Thursday when homeland security chief Alejandro Mayorkas insisted the surge of juvenile migrants began under President Donald Trump.
“The surge of unaccompanied children… had begun in April 2020, many months before we took office,” said Mayorkas, secretary of the Department of Homeland Security.
Mayorkas repeated the claim at least three times and was echoed by Democrats, including committee chairman Sen. Gary Peters (D-MI).
“I’ve had respect for you, as you know, Secretary,” Sen. Rob Portman (R-OH) responded to Mayorkas. “But I’m not able to sit here and not comment on this idea that somehow this is Donald Trump’s fault,” he told Mayorkas, whose credibility has already been damaged by a series of misstatements, including his May 11 claim that “The border is closed.” ....

Senators, Not Senate Rules, Are the Problem


A group of academics calling themselves Scholars for Reform recently wrote the Senate to advocate for “filibuster reform.” Their case that any change is necessary is quite weak. More shocking, however, is the fact that they fail even to suggest any particular reform or address the challenge of achieving that goal.
These scholars state that “discussions about the filibuster…should be grounded in the historical record.” They’re right about that.  Yet their treatment of that record is a mixture of cherry-picking and misdirection. 
They note, for example, that the filibuster “is not original to the Constitution.” True enough, but the Constitution also gives the Senate and the House authority to set its own “rules of proceeding.” In 1806, the Senate dropped, but did not replace, its rule allowing a simple majority to bring up a bill for a vote. As a result, for the next 111 years, ending debate so that the Senate could vote on a bill required unanimous co ....

US senators introduce bill for duty-free economic zones along Pak-Afghan border

WASHINGTON/ LAHORE: US senators have introduced a bipartisan bill to promote and generate economic benefits for Pakistan and Afghanistan by establishing Reconstruction Opportunity Zones along Afghanistan and Pakistan border.
The bill is called the ‘Pakistan-Afghanistan Economic Development Act’. The legislation proposes the set up of a reconstruction opportunity zones along Pak-Afghan border areas. “The bill would establish Reconstruction Opportunity Zones (ROZs) in Afghanistan and Pakistan’s border regions to allow certain products from these areas to enter the US duty-free,” a statement read.
The bipartisan bill was introduced by Democrat Senators Van Hollen, Maria Cantwell and Republican Senator Todd Young. The outlined objectives of the say that fostering trade with the Pakistan-Afghanistan border region will help bolster economic development and improve the livelihoods of local populations. ....
