State Sen. Jamaal Bailey stepped up to the microphone, entirely surrounded by women, at the July 13 City Hall Park press conference celebrating the 29 women who won their Democratic primaries for the City Council. Eight women spoke before him and 10 after him. Bailey was the only man who spoke. Women are expected to be a majority of the 51-member council for the first time in its history. City Council poised to make strides in gender diversity

The 21 in ’21 movement, it turns out, may have been too modest a goal. As results from the first round of ranked-choice voting poured in, at least 22 women appeared likely to win their New York City Council primaries and are heavily favored to win as Democrats in November’s general election. That would exceed the goal set by the 21 in ’21 campaign to elect this year 21 women to the City Council, a body that has historically failed to reflect the gender diversity of New York City.
Initial results released by the city Board of Elections on Tuesday night only reflected the first-choice votes of ballots cast in person. Absentee ballots still have to be tallied and some of the closer races will go into further rounds of ranked-choice vote counting. All of that means that some of the initial results could still change, which is why the 21 in ’21 campaign said Wednesday afternoon that they’re “encouraged” by the results, stopping short of declaring an all-out victory. But a tally of declared winners and candidates who are at this point likely to win – those leading by at least 10 percentage points, and some by much larger margins – shows that at least 22 women are likely to win those primaries and secure those seats in November. That includes two districts where the margins are still tight – Queens’ 23rd District and Staten Island’s 49th District – but where the leading candidates are both women. The 21 in ’21 initiative put out a statement on Wednesday afternoon noting that 28 female candidates are currently leading in their primary races.

Early voting for two New York City Council seats begins Saturday for the Bronx's 11th and 15th Council districts with 16 candidates vying for the seat representing the voters in the north and central sections of the borough.
The early voting period phase runs through March 22nd, the day before voters will have the entire day to decide who will represent them in the Council. The contests is also the latest for voters to cast ballots under the new ranked-choice voting system, which was applied to special election races for the 24th and 31st Council Districts in Queens. Results for each race may not come for several days after the election if a candidate does not secure more than 50% of the vote, which would stave off the process of redistributing votes under RCV.

Of the five candidates vying to come out on top in the Bronx's 11th Council District special election this month, Eric Dinowitz stands the most to gain.
For Dinowitz, a lead contender, his prospect of winning the seat is boosted by local name recognition — his father, Jeff Dinowitz, is Assemblymember for the 81st Assembly District. The elder Dinowitz has represented the 81st for more than 20 years and remains active in the local Benjamin Franklin Reform Democratic Club, where Eric is a de facto member given his own post as the 81st Assembly District leader. The two already wield considerable influence in the neighborhood of Riverdale, home to their political base.

One might say that Corey Johnson already fell victim to the City Council speaker curse. After all, his run for mayor ended before it began, when he closed his fledgling campaign in September and became the latest speaker to unsuccessfully seek higher office after leading the city’s legislative body. Three of the four speakers before him ran for mayor and lost in the Democratic primary. The other, Melissa Mark-Viverito, ran for both public advocate, then Congress, and lost in both primaries.
Now six months after opting out of the 2021 elections, Johnson is opting back in. He officially kicked off his campaign for New York City comptroller Tuesday with a press conference in Manhattan’s Madison Square Park. And with that, he’ll get a second shot at becoming the first speaker in the modern era to extend his life in electoral politics.
