NJ students with disabilities get extra year to avoid 'aging out'

With just weeks or even days left in the school year, Gov. Phil Murphy on Wednesday signed legislation that will offer an extra year of special education and related services to students who are turning 21, and traditionally aging out of the system, either this year or in the next two academic years through the spring of 2023.The measure, primarily sponsored by state Sen. Dawn Addiego, D-NJ, 8th, had stalled on Murphy s desk for close to two weeks over funding considerations.
But Murphy said during his COVID-19 briefing on Wednesday that federal American Rescue Plan funds would be used to cover the extension, a cost that could approach $600 million. ....

Advocates and families lobbied hard for the extension, which the state Assembly and Senate approved unanimously this spring. But supporters said earlier this month that the measure was being held up by a dispute inside the Murphy administration over how to spend federal coronavirus aid. The governor s office would not discuss the delay.
Advocates said time was running out, with schools planning graduation ceremonies and crafting individual education plans, or IEPs, that would guide instruction for students with disabilities next year.
One group, the Education Law Center, held teleconferences as recently as Wednesday morning advising parents of disabled students to reject diplomas and take legal action if the bill wasn’t signed. ....

After year lost to COVID, NJ moves to extend education classes for students with disabilities

The state Assembly gave final approval Thursday to a bill extending education services by one year for disabled students who saw critical programs frozen during the coronavirus pandemic.

The proposal, which received a rare bipartisan vote in the chamber, needs only Gov. Phil Murphy s approval to become law.
“It’s a great day. It validates the supports and services these young people have lacked and will now be able to access, said Mercedes Witowsky, executive director of the New Jersey Council on Developmental Disabilities. It gives them hope and an option not to fall off that cliff,”
“Falling off a cliff” is how advocates and families of people with disabilities describe the transition to life after 21 ....
