NJ's new solar incentives promise rapid boost in output

State regulators on Wednesday formally adopted a new solar incentive program with the aim of developing 3,750 megawatts of new solar generation by 2026, a target that would double New Jersey’s solar capacity.
New Jersey Board of Public Utilities President Joseph Fiordaliso described the new program, approved after three years of discussion and debate with executives in the solar sector, as a monumental change and one that will help advance the Murphy’s administration’s goal of 100% clean energy by mid-century.
Solar energy is one of the cornerstones of that strategy and projected to provide 34% of New Jersey’s electricity by 2050. Once the new program is fully implemented, solar energy is expected to generate roughly 10% of New Jersey’s electricity needs, up from a little more than 5% currently. ....

After months of controversy, a bill to promote grid-scale solar projects in New Jersey, while at the same time aiming to rein in costs to ratepayers who foot the bill, has won final approval from the Legislature.
In the end, the legislation, now on Gov. Phil Murphy’s desk, succeeded in the former goal, but fell short on the latter, increasing annual costs of subsidizing solar projects from $750 million to $1.2 billion per year to utility customers, according to critics.
The bill also effectively eliminates a cap that lawmakers instituted just two years ago aimed at reducing excessive subsidies paid by utility customers to solar developers for many years, said New Jersey Division of Rate Counsel Director Stefanie Brand. ....

State wants to address solar interconnection delays

New Jersey officials are looking to fix one of the biggest problems impeding the growth of its solar sector: how to speed up connecting new solar systems with the electric grid operated by local utilities.
With the increased reliance on solar energy in the state, the number of applications from developers seeking approval to connect to distribution systems is increasing. Some utilities are not prepared to handle the increased volume of applications, and more projects are coming up against proposed interconnections on parts of the system already near their capacity.
It is an issue that threatens to jeopardize the Murphy administration’s clean-energy goals, which project a tenfold increase in the amount of solar energy providing electricity to residents and businesses by 2050. The connection problem also impacts the administration’s goal to provide offshore wind power to roughly 23% of the state’s electricity. ....

The Murphy administration’s draft plan to revamp the way solar projects are funded in New Jersey needs to be modified to avoid unnecessarily large rate increases for ratepayers, according to the state Division of Rate Counsel.
Rate Counsel Director Stefanie Brand urged the New Jersey Board of Public Utilities on Friday to focus and place a stronger emphasis on minimizing the rate impact through the still-developing solar successor program.
The proposal is the latest aimed at advancing Gov. Phil Murphy’s clean-energy goals, a policy running into increasing concerns over the costs at a time when up to 1 million customers are in arrears in making payments on their utility bills because of the COVID-19 pandemic. ....
