After a lengthy meeting, the PSC directed North Star subdivision leaders to find a way to make more water available for homeowners to use outdoors. Commissioners said it was clear to them that the subdivision hasnât been providing adequate water service to its nearly 300 residential customers, but they were split on the best way to deal with the current issues that have led to watering restrictions. In the end, they approved a proposal from Commissioner Jennifer Fielder, directing that homeowners should be able to water outside for 30 minutes every other day, through Sept. 30. ....

The PSC asked North Star Development to come up with an emergency plan for limiting water consumption in the North Star subdivision off Montana Avenue, which includes just under 300 residential customers. North Star Development and Rocky Mountain Operators â the contractor that runs the subdivisionâs water system â currently have a âno outdoor wateringâ policy in place, restricting watering lawns and other uses outside the home. A Kalispell lawmaker is reviving a proposal he brought four years earlier to eliminate Montanaâs Commissioner of Political Practices, the stateâs enforcer of campaign finance and lobbying laws. The bill, brought by Republican Rep. Derek Skees, got its first hearing Thursday in the House State Administration Committee. Similar to legislation that passed the House in the 2017 session before stalling out in the Senate, House Bill 535 proposes shifting much of the COPP officeâs duties to the Secretary of State, including receiving campaign statements and reports for candidates and political committees. Under the new bill, the Secretary of State would also be responsible for receiving and investigating campaign finance and election complaints. If it finds âsufficient evidence to justify a civil or criminal prosecution,â a new, four-person panel of legislators would review the case and determine whether to pursue it further. ....
