March 31: Shane Potter, 37, of Watermill Drive, St Leonards, pleaded guilty to being in charge of a motor vehicle while more than twice over the drink drive limit. The offence took place at Boreham Hill, Boreham Street, on February 5. He gave a breath alcohol reading of 103 microgrammes. The legal limit is 35 microgrammes. He was fined £80 and his driving record endorsed with ten penalty points. Simon Foot, 60, of Marina, St Leonards, pleaded guilty to using threatening behaviour. To make sure people are sticking to the rules, officials say a special team will make random checks on travellers by phone and determine if they are at home, based on ‘background noise’, such as the sound of a train or a till in a shop. If there is a suspicion the person is not at home, a council official will come to the house to make sure. If the person is absent the local mayor will be asked to put the wheels in motion to fine them €339. ....

A 20-year-old man who escaped from a Lawrence pre-release center was recaptured Tuesday after stealing a car and driving through Haverhill and Plaistow and Sandown, N.H. Essex County Sheriff’s Department said Joshua Morley walked away from the Essex County Pre-Release and Re-Entry Center early Tuesday morning and allegedly stole a car from a nearby dealership. The car was later located in Haverhill and pursued by police into Sandown, N.H., where it was stopped. Morley was arrested last July after allegedly elbowing a police officer in the face and threatening him and a detective with a knife when they tried to arrest him for car theft. He was charged with assault and battery on a police officer, assault with a dangerous weapon, carrying a dangerous weapon, resisting arrest, disorderly conduct, receiving a stolen vehicle and driving with a suspended license. ....
