Amsterdam is preparing to negotiate environmental targets with datacentre operators after city representatives passed a regulatory statement that raised the environmental concerns of its left-leaning council chamber without imposing “strict” rules that it had threatened for the data-tech sector.
The Netherlands capital’s long-awaited datacentre policy, in preparation for which it stopped issuing building permits for major datacentre construction projects 18 months ago, will nevertheless have a significant impact on the sector, according to official documents.

Sometimes challenges can lead to unexpected benefits. That was the case recently in the data center industry here in Amsterdam.
In June 2019, Amsterdam and Haarlemmermeer in the Netherlands announced that no new data centers would be approved until 2020. Existing data center projects could continue construction, but all new permits were paused for one year.
Local administrators had seen the Dutch data center industry’s rapid growth of 10-15% annually over the past seven years. They felt there was no mechanism to manage the sector’s increasing demand for land and power. They were concerned that the industry used many resources, but seemingly employed very few people. They wanted a pause to study the situation.

As Amsterdam City Council prepares to cast an historic vote to impose environmental rules and building restrictions on data centers, the data center industry has raised questions about the calculations by which the city justified its move.
Elected officials in the city, having found themselves responsible for one of the world's largest internet data hubs, will vote Thursday on a policy that would forbid any data centers to be constructed for the next five years except existing projects already approved and limit new building thereafter.

Amsterdam is preparing to build its next cluster of data centers in a neighboring county, after officials and experts concluded that the capital does not have the space to accommodate the mushrooming number of gigantic hi-tech warehouses nor the electricity to satisfy their extraordinary power load.
The group that effectively made the decision has been tackling the dilemma of where to put Amsterdam's data centers for the last three years. Pending a final, formal decision, they will be built in Almere and Zeewolde, counties wrought from the sea with dam walls on Amsterdam's Eastern flank in the 1960s. Their spacious province, Flevoland, has become home to growing wind farms and new towns. Official studies have declared it the best spot to build data centers.
