Read Article NORWAY Town Manager Dennis Lajoie and Fire Chief Dennis Yates reviewed the command structure and the standards of procedures for the Norway Fire Department with selectmen Thursday evening. Lajoie said he went through the town’s archives seeking documents on whether the volunteer department was part of the town or a separate organization when it began. What he discovered was incomplete and had plenty of gaps. The earliest documentation he found was from 1829. The 14 rules listed in that document did not include any oversight by the town. The next document he found had rules and regulations from 1996 and another adopted in 2007. ....
Read Article NORWAY Norway is halfway through the lengthy replacement of its rambling, circa 1940s complex of highway department buildings with a new, modernized public works garage. Supplied photo Androscoggin Bank is financing the construction phase and the town has tapped the federal Rural Development agency for its long-term financing. When the $3.3 million project is complete, Norway will be responsible for about $265,000 of the cost; Rural Development will pay off the rest of the construction loan and finance $3 million. Payments will start one year following completion and continue for 29 years. The interest rate is capped at 3.5%. Norway Town Manager Dennis Lajoie expects that in six months, when the garage is ready for occupancy, mortgage rates will be below that. ....
Read Article NORWAY The Select Board agreed Thursday to enter into a mutual-aid agreement with neighboring Oxford for snow plowing, sanding and salting. The agreement allows the municipalities to provide services to public roads that cross their boundaries. Instead of stopping directly at the town line, drivers can continue down the public road into the neighboring town to a logical turnaround point to maintain efficient services. Norway Town Manager Dennis Lajoie said the agreement can also be used to help each other during storm emergencies or if a COVID-19 outbreak limits the number of drivers available for road plowing, sanding and salting. ....
Read Article NORWAY The Select Board accepted an anonymous donation for $1,347 Thursday to cover the overdraft in the Police Budget. The overdraft is on the warrant for a special town meeting Jan. 7, but Town Manager Dennis Lajoie said he will recommend voters reject it since the overdraft has been covered. The board also accepted a $3,000 grant from TC Energy toward a woods vehicle. The funds will be placed in the Fire Department reserve account. Once again, a request from Norway-Paris Solid Waste to increase fees for household waste disposal was postponed because a representative failed to attend the meeting. The Select Board wants clarification on the reason for the increase. ....
