Panaji, May 11 : The Bombay High Court bench in Goa on Tuesday slammed the district administration for modifying its order on making Covid negative certificates mandatory for persons entering the state.
The HC order comes a day after the state s two District Magistrates issued an order making it mandatory for tourists only to carry Covid negative certificates, even as the HC last week had directed them to make Covid negative certificates to everyone entering the state.
A statement issued by the South Goa Advocates Association, one of the primary petitioners, said that the Advocate General of Goa Devidas Pangam had assured the Court that the administrative orders would be modified and would be consistent with the orders of the HC . ....

Nobody to enter Goa without negative COVID-19 report, says HC
The Bombay High Court s Goa bench on Tuesday ordered that no person will be allowed to enter the coastal state without a negative COVID-19 test report, except in cases of medical emergency. The court slammed the administration for not implementing its earlier interim order fully and instead carving out an exception for local residents.
Following the court s May 6 directive, administration of North Goa and South Goa districts issued orders last week making it mandatory for visitors to carry negative COVID-19 test reports while arriving.
But a bench of Justices Nitin Sambre and Mahesh Sonak, hearing a PIL on coronavirus situation, pointed out that the order applied to every person arriving in Goa, whether a visitor or local resident. ....

CM: Democratic process restored by SC order | Goa News


Panaji: Reacting to the Supreme Court’s decision to stay the high court decision to cancel elections in five municipalities over reservation of wards, chief minister Pramod Sawant on Thursday said that “now, the democratic process has been restored”.
Speaking to reporters, Sawant said, “I welcome the decision of the Supreme Court as it is in the direction to restore democracy.”
When asked if the high court order was a setback to the government, the chief minister said, “We are trying to establish democracy.”
Advocate general Devidas Pangam had said that one of the grounds of appeal is that “the courts cannot stall the democratic process like this”. He had also said that as per Article 243 ZG of the Constitution, there is a complete bar on courts interfering in the election process. ....
