Johnson City: Hazardous panel prompted effort to shut off Haven power


So long as the homeless shelter’s owner takes steps necessary to prevent an electrical fire from breaking out, Johnson City will not reissue an order to disconnect power at the Haven of Mercy.
Johnson City Development Services Director Preston Mitchell said the city’s chief building official, Jeff Canon, ordered electricity shut off last Friday after a licensed electrician, who the shelter hired to replace an electrical panel in the building’s annex, noticed that the panel’s main breaker was burnt. The city learned about the issues on Thursday afternoon.
The burns on the main breaker, Mitchell said, created a serious electrical hazard at the shelter. Additionally, plans had not been submitted to the city and permits had not been issued for the work. ....

Johnson City slow to offer insight into Haven of Mercy shut off attempt


Johnson City provided little new information Monday about why it attempted to shut off power at the Haven of Mercy homeless shelter last Friday.
The city did provide a copy of an order issued by Chief Building Official Jeff Canon, which repeats a section of city code that states the chief building official has the authority to disconnect power and other utilities if they pose a danger to inhabitants.
The order asks that service be disconnected from the property, located at 123 W. Millard St., until it’s cleared by a city inspector.
Reached Monday afternoon, Canon directed a Johnson City Press reporter to the city’s media relations department. ....

Johnson City board maintains capacity limit at Haven of Mercy


As city staff review sealed drawings from an architect outlining repairs, the Haven of Mercy homeless shelter will continue to operate at a reduced capacity of at most 35 residents.
Members of the Johnson City Board of Dwelling Standards voted 3-1 Thursday to continue consideration of the building at 123 W. Millard St. to their May meeting. Member Dave Jenny voted in opposition, and Jennifer Hyder abstained.
“There is work going on on the plans as requested,” said Vice Chair Gwen Hunter, explaining her motion to continue. “That’s been progress, and we’ve really not been given any new information.”
In January, the board found that conditions exist at the shelter that increase the risk of fire and injury and ordered the building repaired. ....

Former Johnson City fire chief left to pursue better job opportunity


After serving as Johnson City’s fire chief for three and a half years, James Stables said he left his role at the city for a job as fire chief in Boynton Beach, Florida, because it was a better opportunity.
“While it was a difficult decision to make, it was the best one in the interest of me and my family,” he told the Johnson City Press on Wednesday.
Stables said he didn’t want to give the impression that his departure had to do with a departmental conflict with City Manager Pete Peterson.
Johnson City announced in a press release on Dec. 3 that Stables would be leaving effective Jan. 1. Administrative District Chief David Bell assumed the role of interim chief on Dec. 4, and the city has said it hopes to fill the position by March. ....
