WHEREAS, residents of Michigan recognize the vital role swimming and aquatic-related activities play in promoting good physical and mental health and enhancing the quality of life for all people; and,
 
WHEREAS, residents of Michigan understand the essential role that water safety plays in preventing drownings and recreational water-related injuries, including the importance of appropriately wearing a U.S. Coast Guard approved life jacket; and,
 
WHEREAS, there have been many contributions made by the recreational water industry and those supporting outdoor recreation throughout the state, as represented by the organizations involved in the National Water Safety Month Coalition, in developing safe swimming facilities, aquatic programs, home pools and spas, and related activities, as well as providing healthy places to learn, grow, and build a self-esteem , which contributes to the quality of life in our communities; a ....

Last Sunday’s opinion pages celebrating the 51st Earth Day were appropriately filled with messages about the importance of protecting our environment. But what was interesting to me was the juxtaposition of conflicting claims by environmentalists, agricultural representatives and state officials. 
Interested readers of The Sun may be trying to make sense out of their divergent views. Here is my take. 
The first piece I read was written by Dr. Ann Shortelle, executive director of the St. Johns River Water Management District. In her column, “Make water conservation part of your regular routine,” she reiterated her oft-repeated message that homeowners need to do more to reduce their personal uses of water.  ....
