Poseidon water desalination permit awarded on 4-3 vote

Poseidon Water came a step closer to building its controversial $1.4-billion water desalination plant on Thursday.
Following hours of deliberation, the Santa Ana Regional Water Board agreed to grant Poseidon a wastewater discharge permit that would allow the project adjacent to the AES power station on Newland Street to move ahead.
On Thursday night after a 10-plus hour meeting, the board voted 4-3 to issue the permit, a compromise proposed by board member Daniel Selmi and dubbed “prohibition with an off-ramp.” The permit would allow the company to operate the facility before all of its permits are granted, a process that would more than likely take years to complete. But Poseidon would have to check several boxes on all five of its proposed mitigation projects before the discharge prohibition is lifted. ....

The 2012-16 drought caused unprecedented stress to California’s ecosystems and pushed many native species to the brink of extinction, disrupting water management throughout the state.

After the last drought, the Public Policy Institute of California reviewed environmental management during the crisis. Despite notable efforts to avoid harm, we found that managers were unprepared for the impacts of an extended drought, which led to ad hoc decision-making and actions that were difficult, controversial and in some cases too late. State Agency Moves Closer to Approving Poseidon Desalination Plant

HUNTINGTON BEACH (CNS) - Santa Ana Regional Water Quality Board officials today released a proposed permit for the planned Huntington Beach Desalination Project as some board members revealed they had what might be improper communications with state Secretary of Environmental Protection Jared Blumenfeld.
The proposed Poseidon plant to be located at 21730 Newland St. is expected to produce about an annual average of about 50 million gallons a day of drinking water from the ocean.
In 2016, Poseidon Water applied to the water board for renewal of a permit needed to build the $1.4 billion project.
The board was scheduled to make a decision in September, but put off a ruling while Poseidon moved to address concerns raised by the board.   ....
