SANTA FE – The most substantial rewrite of New Mexico’s liquor law in decades is taking effect today (July 1) – changes that could result in fewer minis but more margaritas.
The legislation bans the sale of miniature bottles of booze at liquor stores, removes restrictions on Sunday alcohol sales and establishes a cheaper license intended to allow more restaurants to serve spirits and cocktails, not just beer and wine.

The bipartisan bill – approved by legislators in March – also clears the way for the home delivery of alcoholic drinks, but only after new rules are established. ....

Time To End New Mexico's Tax On Social Security

By fred nathan-think new mexico

Commentary: As the special election to fill New Mexico’s 1st Congressional District heats up, an important area of bipartisan common ground has emerged: Both Democratic Rep. Melanie Stansbury and Republican Sen. Mark Moores are emphasizing their support for repealing New Mexico’s tax on Social Security income.
During the last two legislative sessions, nine bills were introduced to repeal this tax, sponsored by lawmakers from across the political spectrum. Unfortunately, despite the strong bipartisan support for this reform, New Mexico remains one of 13 states that taxes Social Security benefits. Of those states, New Mexico has the second-harshest tax, costing the average Social Security recipient nearly $700 a year. ....

Editorial: NM needs courts to weigh stimulus vetoes » Albuquerque Journal

Gov. Michelle Lujan Grisham
Gov. Michelle Lujan Grisham last month vetoed lawmakers’ plan to allocate $1.1 billion of federal stimulus funds to things like the state’s unemployment fund, a popular college scholarship program and highway repairs. The governor, who is also a lawyer, argues lawmakers intruded on the powers of the executive branch to handle federal funds. A bipartisan coalition of state lawmakers says she overstepped and they have authority over appropriating undesignated general funding.
The $1.1 billion is part of more than $19 billion in federal stimulus funding earmarked for New Mexico. (It’s a huge amount; the state budget by comparison is $7.4 billion.) ....

SANTA FE – Over $19 billion in federal stimulus funding is pouring into New Mexico – a deluge that began last year and will continue amid the pandemic, according to a new report by legislative analysts.
But a substantial slice of the federal funding – about $1.1 billion – remains at the center of a standoff between the governor and state legislators over who is empowered to determine how it’s spent.
