Officials reckon with what to do with property on Recovery Road

To renovate or not to renovate that is the question. After receiving no responses to a request for proposals, members of the Wareham Redevelopment authority are wrestling with what to do with the town-owned building at 4 Recovery Rd.
During the Wareham Redevelopment Authority’s May 13 meeting, Director of Planning Ken Buckland reported that the town “did not receive any responses” when it asked for new proposals for the property.
Just a few months ago, officials thought the building would soon become a site for cannabis testing. But, ultimately, the company that hoped to conduct cannabis testing at 4 Recovery Rd. asked to terminate its lease. ....

Conservation Commission rejects proposed amendments to wetland bylaw

After discussions at multiple meetings, the Conservation Commission ultimately decided not to recommend two proposed amendments to the town’s wetland bylaws that will be up for a vote at Town Meeting on June 12.
The proposed amendments, which were brought forward by Director of Planning Ken Buckland, are Articles 10 and 11 on the Special Spring Town Meeting warrant.
The first amendment would remove the “No Activity Zone,” which requires a 50-foot buffer between the waterfront and potential developments, for projects in the Wareham Village One zoning district that have “water-dependent uses” or for projects that require “development or alterations of land previously altered with structure.” ....

Following impassioned pleas to expedite the approval process from Aaron and Janelle Goines, who aspire to launch a cannabis business referred to as The Emerald Turtle, the Board of Selectmen voted to authorize the negotiation of a marijuana host community agreement.
With plans to operate out of a location at 10 Little Brook Rd., the Goines’ would cultivate marijuana, manufacture a variety of cannabis products and deliver those products directly to customers.
At a community outreach meeting in February, Blake Mensing, legal counsel for Emerald Turtle Cove Management, explained that the Goines plan to apply for three licenses from the state Cannabis Control Commission: a wholesale delivery model license, a cultivation license and a product manufacturing license. ....

Redevelopment Authority weighs in on Aspen Blue host community agreement, lease

Aspen Blue Cultures is close to securing a host community agreement and lease to use the steel building on the Tremont Nail Factory property to manufacture and package a variety of cannabis products.
The Board of Selectmen voted Feb. 2 to authorize the negotiation of a host community agreement and a lease for the building at 8 Elm Street in Wareham, and the town is still negotiating the terms.
During a March 4 meeting, members of the Wareham Redevelopment Authority suggested tweaks to what had been proposed so far.
When negotiating a host community agreement with a marijuana company, the town can set conditions, charge a community impact fee and clarify the responsibilities of the town and business owner. ....

Cannabis testing company to terminate lease for 4 Recovery Road building

The fate of a town-owned building at 4 Recovery Road is once again unknown after Baystate Labs a company that planned to conduct cannabis testing at the site asked to terminate its lease.
The Baystate Labs facility would have been located in the building that used to house the Christopher Donovan Day School, which has since moved to the Hammond School in Onset. The Board of Selectmen approved the negotiation of a host community agreement with Baystate Labs on Feb. 10, but that approval was contingent upon the 4 Recovery Road lease being executed. ....
