ICPC uncovers illegal diversion of part of N2.67 meant for school feeding programme


ABUJA – The Independent Corrupt Practices and Other Related Offences Commission (ICPC) says it has uncovered diversion of part of the N2.67 billion payments made to some Federal Colleges for school feeding during lockdown.
The Chairman of ICPC, Prof. Bolaji Owasanoye, who stated this at the 2nd National Summit on Diminishing Corruption with the theme: “Together Against Corruption and Launch of the National Ethics and Integrity Policy”, said preliminary investigation had indicated that part of the N2.67billion was diverted to private accounts.
The event, presided over President Muhammadu Buhari, was held at the Council Chambers of the Presidential Villa, Abuja, on Monday. ....

For the first time in many decades, the Nigerian National Petroleum Corporation, NNPC, got into the good books of the United States and her global anti-corruption watch agencies. This time, rather than the usual splatter of graft and miasma, NNPC grabbed global attention for transparency in an industry tainted, globally, by corruption, sleaze and skulduggery.
The United States 2020 Report on Human Rights Practices in Nigeria released by the Bureau of Democracy, Human Rights, and Labour under the US Department of State gave more than a passing glance at the state of human rights in Nigeria. It exhumed buried carcasses of corruption in Nigeria’s public service. But the same report also highlighted an almost neglected radiance of rainbow in the operations of Nigeria’s petroleum products mother hen, the NNPC. ....

Kingsley Nwezeh writes that the Prof. Bolaji Owasanonye-led Independent Corrupt Practices and Other Related Offences Commission (ICPC) is engaged in a gritty battle of wits with corrupt personnel of Ministries Departments and Agencies (MDAs)
It is a known fact that in spite of the avowed anti-graft drive of government, corruption, a hydra-headed monster, has continued to mutate in the country.
Anti-graft agencies have battled top officials of government and ministries, some of whom were jailed while others are still standing trial even as others are under investigation.
The different corruption schemes in the MDAs have been variously called ghost workers syndrome, padding, diversion of public funds, bribery and corruption and looting, even some recovered loot were re-looted. ....

Payments from government accounts to personal account drops from 98.4% to 94%

Payments from public accounts to personal accounts by public ministries and agencies have reduced from 98.4% to 94%, BudgIT and Civil Society Legislative Advocacy Centre( CISLAC) said in a joint statement on Monday.
The civil organisations said there is a progress in the accountability of MDAs transactions since the Nigerian government in 2020 launched a Committee on Federal Government Financial Transparency Guidelines and Open Treasury Portal to enable transparency on economic governance policy.
The committee was charged with the duty of implementing transparent governance and improve the whistleblowing programme, which would help Nigerians report financial crimes in the MDAs.
BudgIT and CISLAC were nominated as members of the Committee. ....

Cancer, advanced heart disease: NHIS to establish National Catastrophic Fund

National Health Insurance Scheme, NHIS,
The National Health Insurance Scheme (NHIS) is to establish a National Catastrophic Fund to specifically address terminal ailments such as cancer, advanced heart disease, among others.
The Executive Secretary of the scheme, Prof. Mohammed Sambo, made the disclosure at the News Agency of Nigeria (NAN) Forum in Abuja on Sunday.
He said that the current contributions to the health insurance pool was insufficient to cater for some packages and programmes of the scheme.
He emphasised that if NHIS had enough funds, it would cover the treatment and management of cancer and other terminal diseases fully. ....
