Illinois lawmakers enter the final week of spring session and there are some looming issues Republicans in the super minority of both chambers don’t expect to be addressed. With the budget and draft legislative maps that majority Democrats are handling being top of mind, there’s expected to be a torrent of other bills passed in the final eight days of session.
But Republican state Sen. Jason Plummer of Edwardsville has been pushing for some action on providing COVID-19 liability protections to businesses with no luck.

Illinois State Rifle Association files federal lawsuit over concealed carry application approval times

SPRINGFIELD The state’s top gun lobbying group filed a federal lawsuit on Monday, accusing the Illinois State Police of undermining a “fundamental right” by dragging their feet on approving licenses to allow people to carry concealed firearms taking more than a year for some gun owners.
The Illinois State Police countered that the paperwork and background checks for Concealed Carry Licenses “is a time consuming and deliberate process,” and they often need longer than the legally mandated 120-day maximum to preserve Illinois residents’ “safety and security.”
Applications for the licenses have spiked during the pandemic, along with gun sales. At the end of last year, 343,299 licenses had been issued, compared to 90,301 in 2014, according to state police figures. ....

ISP has said they’re working through the backlog, but there’s been an explosion of applications during the pandemic, but the delays and backlogs were around before the pandemic. The agency recently reported an average wait of 121 days and a backlog of 145,000 FOID cards.
 
Illinois State Rifle Association Executive Director Richard Pearson said the latest filing in the case initiated this summer will be heard Tuesday “requesting a judge order the state police to issue the FOID cards within the 30-day time limit as required by law.”
 
 
“They can’t purchase a firearm, they can’t purchase ammunition,” Pearson said. “We’ve had calls they go in there with a letter, they say it’s not valid so they can’t buy anything.” ....

State rifle association seeks injuction against police over firearm ID card delays

Illinoisans who’ve been waiting months to get their Firearm Owner Identification Cards could find some relief if a federal judge grants an injunction against the Illinois State Police on Tuesday.
One of the many cases filed in state and federal courts over the state’s gun laws deals with the delay in FOID card applications being processed.
The complaint was filed this summer in federal court by residents of the state alongside a couple of gun-rights groups and requests the court declare the delays violated the Second Amendment. It also asks the court to recognize it’s a violation of the defendant s Fourteenth Amendment due process rights. ....
