Illinois State Supreme Court asked to decide if Firearm Owner Identification cards are constitutional

SPRINGFIELD For more than half a century, anyone in Illinois who wanted to own a gun needed to first apply for a special state identification card.
But now the state’s top court is being asked to decide whether the Firearm Owner’s Identification cards popularly called FOID cards are a necessary safeguard or a violation of the U.S. Constitution.
Last week, a downstate judge ruled the FOID card system was unconstitutional, reducing residents’ Second Amendment rights to bear arms to a “façade.”
Gun control advocates denounced the ruling as “frightening and radical,” and Illinois Attorney General Kwame Raoul quickly appealed the decision to the Illinois Supreme Court. ....

Fingerprints for FOID cards? Rival gun control bills seek to reform Firearm Owner Identification Cards

SPRINGFIELD Dueling gun control bills are heading for a showdown on the floor of the state Legislature.
One would require potential gun owners to be fingerprinted to obtain a Firearm Owner Identification Card, entail more frequent renewal of the card and mandate background checks for the private sale of firearms.
The other bill is designed to lessen the strain on gun owners and the Illinois State Police by automatically renewing and digitizing FOID cards in Illinois. It has the backing of the police agency, which issues the cards and handles background checks for gun purchases.
Both bills seek to reform and improve the FOID card, which Illinois residents must have to legally own firearms or ammunition. But each side accuses the other of missing the target. ....

Illinois State Rifle Association files federal lawsuit over concealed carry application approval times

SPRINGFIELD The state’s top gun lobbying group filed a federal lawsuit on Monday, accusing the Illinois State Police of undermining a “fundamental right” by dragging their feet on approving licenses to allow people to carry concealed firearms taking more than a year for some gun owners.
The Illinois State Police countered that the paperwork and background checks for Concealed Carry Licenses “is a time consuming and deliberate process,” and they often need longer than the legally mandated 120-day maximum to preserve Illinois residents’ “safety and security.”
Applications for the licenses have spiked during the pandemic, along with gun sales. At the end of last year, 343,299 licenses had been issued, compared to 90,301 in 2014, according to state police figures. ....

Illinois gun sales in January fourth highest monthly record — trailing last year's protest and pandemic firearm purchases

SPRINGFIELD Pandemics and protests at home apparently drive Illinois gun sales even more than an insurrection at the nation’s capital.
Illinois gun dealers saw bigger sales last year in the days immediately following the state’s initial COVID-19 stay-at-home order and during the summer’s civil unrest than they did in the weeks following last month’s violence in Washington, D.C.
But gun dealers still sold firearms at a clip near the records set last year in a month that saw the Capitol siege and the inauguration of Democratic President Joe Biden.
The Illinois State Police recorded 56,460 inquiries about firearm purchases in January the fourth largest number in a single month. ....

Chicago area gun dealers say record sales since Jan. 6 driven by fear

SPRINGFIELD Gun dealers say they are selling more firearms than ever in the Chicago area since the insurrection at the U.S. Capitol and they predict sales will shatter the records set during last year’s civil unrest and in the early days of the coronavirus panic.
“It’s the busiest you could ever imagine. It’s been lines around the block, out the door, around my store every day since March,” said Jeff Regnier, owner of Kee Firearms and Training in far southwest suburban New Lenox.
“Now recently we had the storm of the Capitol. That has gun sales 10 times from what it was in the pandemic, which was already 10 times what your normal business was.” ....
