County approves $7.2 billion budget with big investments in mental health, public safety

The San Diego County Board of Supervisors Tuesday unanimously approved a $7.2 billion budget that boosts money for mental health services, pandemic recovery and other programs.
The spending plan adds $200 million to the originally proposed budget of just over $7 billion, with big spending increases for the county’s Health and Human Services Agency and its Public Safety Group.
The five supervisors said the plan focuses on increasing equity in communities that have historically received fewer resources, expanding behavioral health programs and improving environmental sustainability.
“I believe this county budget reflects the values of San Diego County and reflects the values of this board,” Board Chair Nathan Fletcher said. “It is community-focused; it has been community developed. We saw rigorous input and feedback, and I think puts us on a path to build back better as we come out of the COVID-19 pandemic.” ....

SAN DIEGO (CNS) - The Board of Supervisors unanimously voted Tuesday to approve a $7.2 billion fiscal year 2021-22 spending plan for San Diego County.
Including additional requests by supervisors or department leaders since it was first unveiled in May, the budget includes roughly $2.7 billion for health and human services, $2.2 billion for public safety, $1.5 billion for general government and $600 million for environmental programs.
Along with the traditional county services, the county budgeted money for programs aimed at reducing homelessness, increasing economic opportunity, environmental protection, governmental transparency and reforming the justice system. ....

SAN DIEGO (CNS) - San Diego County s Chief Administrative Officer Helen Robbins-Meyer recommended spending $7.03 billion in fiscal year 2021-22 for the running of the county government Thursday, a 7.3% increase from this year.
The recommended budget represents a net increase of 660 additional staff years, excluding staff from the Air Pollution Control District which became an independent agency on March 1.
I have fought since 2019 for our budgets to reflect the needs of our community and year-after-year we have successfully increased funding and services to ensure our residents, especially our most vulnerable, are being taken care of better than the year prior, said San Diego County Board of Supervis ....

Report: Number of new homeless people in county doubled in 2020

The number of people who became homeless for the first time more than doubled last year, a possible result of the pandemic and a concerning trend that could worsen when eviction moratoriums and rental assistance programs end.
In its Homeless Crisis Response System report from 2020, the Regional Task Force on the Homeless found the number of first-time homeless people in the county increased from 2,326 in 2019 to 4,152 in 2020, a 79 percent jump. The previous year saw a 6 percent decrease from 2018.
Among households, first-time homelessness increased from 1,910 to 3,450 last year, up 81 percent. The previous year saw a 3 percent decrease.
“It is unknown if COVID-19 is the reason for the increase in 2020 as there have been eviction moratoriums in place at the federal and state levels, but it is well-known that the pandemic strained employment, health care, and housing configurations, which may have contributed to the increase,” the report stated. ....
