Minot legislator pleads not guilty in DUI case | News, Sports, Jobs

Rep. Scott Louser, R-Minot, has pled not guilty to driving under the influence, according to court documents filed Wednesday in South Central District Court in Bismarck.
A May 12 preliminary hearing has been waived and a misdemeanor jury trial is scheduled for Aug. 27.
Louser, 49, had been driving a 2021 Cadillac Escalade when he was pulled over after crossing from Mandan into Bismarck shortly before 1 a.m. on Friday, April 16. A North Dakota Highway Patrol officer observed his vehicle weaving partially into neighboring lanes, according to a probable cause affidavit.
Traveling with Louser as a passenger in his vehicle was Katie Winbauer, a University of North Dakota law student who has been participating in a legislative internship program. The trooper allowed Louser to consult privately for legal advice from Winbauer, and after consultation, Louser agreed to a breath test, which was administered at the Burleigh Morton County Detention ....

Somerset Court, a senior living center in Minot, is challenging an executive order that temporarily shut down cosmetology services within its facility.
An executive order that temporarily closed hair salons last spring as a COVID-19 precaution was unconstitutional and absurd, according to arguments delivered by the attorney for a Minot senior living center and its cosmetologist before the North Dakota Supreme Court Monday.
Somerset Court and Kari Riggin, who operates a hair salon at Somerset as an independent contractor, are challenging Gov. Doug Burgum’s March 27 executive order, which had been extended through April 30. Riggin was cited for violating the order April 14. ....

'Irish' father and son jailed for a year in the U.S. for $729,000 home-repair scam


TWO men described by US prosecutors as “Irish Travellers” have been sentenced to a year in prison and ordered to pay back $729,000 cash taken in home repair scams.
Father and son, Bartley Gorman, Jr., 56, and Sean Patrick Gorman, 27 appeared from Fort Worth, Texas, via video link to change their plea from not guilty to guilty this week.
A court affidavit says the two men are part of a crime ring known as Travelers, Irish Travelers and several other names and concentrated their efforts on construction scams in the rural areas of oil-producing North Dakota counties.
Documents filed in the case revealed how the Gormans would just show up and start working, demanding payments that third party experts deemed exorbitant in relation to the work or supplies. ....
