San Diego Black contractors group urges SANDAG to reject project labor agreement platform

SANDAG’s board on Friday is expected to approve a project labor agreement platform affecting billions of dollars in future construction work in the region, but a group representing Black contractors is urging it to reconsider.
Members of the Black Contractors Association of San Diego rallied outside SANDAG headquarters in downtown San Diego Wednesday saying the platform would exclude Black Americans from future apprenticeship opportunities in construction. The association, part of the National Black Contractors Association, is the only state and federally approved apprenticeship program specifically for Black Americans.
A project labor agreement, sometimes called a community benefits agreement, involves a government reaching a collective bargaining agreement with labor organizations establishing terms and conditions of employment for a specific construction project. ....

Community leaders continue push for San Diego County to support federal policing bill


SAN DIEGO 
Community leaders on Wednesday urged the county Board of Supervisors to pass an anticipated resolution in support of a sweeping federal police reform bill named after George Floyd.
“I call on our supervisors to do what is right,” the Rev. Shane Harris, a civil rights activist, said during a news conference outside the County Administration Building.
The Board of Supervisors will decide Tuesday whether to direct the chief administrative officer to support the George Floyd Justice in Policing Act on the county’s behalf.
Among several reforms, the legislation would ban chokeholds, racial profiling and qualified immunity, a court-established concept that shields police officers and other government officials from lawsuits except in cases in which officials violate “clearly established” constitutional rights. ....
