India's national overseas scholarship is faltering, forcing students to crowdfund their education

The 25-year-old from a Dalit family in Delhi knew his parents did not have the resources to support his education abroad. But he was counting on the National Overseas Scholarship.
Every year, the Ministry of Social Justice and Empowerment announces 100 such scholarships: 90 for Dalit students from communities listed as Scheduled Castes, six for those from denotified, nomadic and semi-nomadic tribes, and four for landless agricultural labourers and traditional artisans. Eleven states have changed land ceiling laws meant to benefit poor farmers in favour of industries

In at least two states, Karnataka and Gujarat, the amendments have led to protests by groups of both landowning and landless farmers, who have demanded that the amendments be withdrawn and allotment of surplus land to the landless be prioritised.

Finance minister Nirmala Sitharaman proposed a sharp rise in capital expenditure for the next fiscal to Rs 5.54 lakh crore, from Rs 4.39 lakh crore in the current financial year on February 1. On Monday, Social Justice and Empowerment Minister Thawarchand Gehlot said that allocation of funds for schemes benefitting the Scheduled Castes by all ministries saw a 50 percent hike in Budget 21-22 as compared to last year. Centre to pay 60% of Dalit scholarship


The Union government will bear 60 per cent of the actual expenses under a key scholarship scheme for Dalit students who have cleared Class X, ending a policy that had shifted a major part of the expenses to the states.
Lakhs of Dalit students in several states have not been receiving the fellowship after filling up forms under the Post-Matric Scholarship (PMS) scheme since states are not taking interest due to paucity of funds.
The scheme aims to benefit 60 lakh Dalit students a year, paying their tuition fees and also maintenance fees ranging between Rs 230 and Rs 1,200 per student per month. ....
