COVID-19 relief: Pa. Senate approves $912M package


The Pennsylvania House will consider a $912 million COVID-19 relief package that was unanimously approved Wednesday by the Senate.Most of the money comes from the latest federal coronavirus relief bill. Senate Bill 109 includes the following:$569.8 million for people struggling to pay their rent and utility bills.$197 million for education programs, with most of the funding being used to create a grant program to help non-public schools that haven’t received government assistance.$145 million to support the struggling hospitality industry. This money would be transferred from the Workers’ Compensation Security Fund and be used to provide county block grants of $5,000 to $50,000 to help businesses such as restaurants, bars and hotels. ....

Struggling Pennsylvania restaurant owners Wednesday stressed a dire need for relief or thousands of restaurants could be in jeopardy of closing.
Representatives of the industry made their concerns clear during a state House Commerce Committee hearing. Amid stories of laid-off employees, financial losses and constant constraints, they asked lawmakers for reforms and financial help. ....

The hearing comes at a time when restaurants and bars in the state are operating under restrictions imposed by Pa. Government Tom Wolf to limit the spread of the coronavirus. Restaurants operate with an indoor capacity of 50%, there is no seating at the bar, a 23:00 drink sale is closed and the mandatory sale of food with alcoholic drinks is mandatory.
Across the country, other states such as Ohio and New York have measures in place, including a 10pm curfew. Many cities like Chicago have recently lifted eating bans as the number of COVID cases is declining.

Grants for Pennsylvania small businesses ensnared in political gridlock

Three weeks ago, Pennsylvania Gov. Tom Wolf said he had freed up $145 million in state funds for small business grants – the Legislature just needed to appropriate it.
As of Thursday, the money – originally from the Insurance Department’s Workers’ Compensation Security Fund – sits untouched.
“Constitutionally, I can’t act unilaterally,” Wolf said during news briefing Thursday. “I can’t do this myself. The people who can act on this are in the General Assembly. They need to step up and do their part.”
Democratic leaders from the House and Senate joined Wolf in support of using the transferred funds. But Republicans, who hold strong majorities in both chambers, contradicted the administration’s narrative, saying Wolf has yet to call their leaders, let alone transfer any money for distribution. ....
