Chinatown Program Would Set Up Police Foot Patrols, Help Re-House Homeless


Honolulu city officials say they are working with the police department to set up foot patrols in Chinatown. There is still no start date for the plan, which Managing Director Mike Formby confirmed to the City Council a couple of weeks ago.
At the last Downtown-Chinatown Neighborhood Board meeting, there was a presentation about a recent pilot program involving law enforcement and local nonprofit groups.
The program is aimed at treating low-level illegal activity offenders outside the criminal justice system.
Heather Lusk, executive director of the Hawai‘i Health and Harm Reduction Center, said the program had a direct impact on dozens of people. ....

In March 2020, the Honolulu Police Department and the city suspended homeless disruptions, but they resumed in May after HPD’s Provisional Outdoor Screening and Triage Center opened with a capacity of 200.

HONOLULU, Hawaii (HawaiiNewsNow) - Honolulu Mayor Rick Blangiardi told Chinatown businesses and residents that his administration will continue work against homelessness and crime in the area.
Blangiardi spoke Thursday night at the Downtown-Chinatown Neighborhood Board meeting. Board members and others said it’s the first time any Honolulu mayor has done so.
The mayor first took issue with some recent media articles, in which Chinatown residents and business owners expressed frustration with increasing problems with drugs, homeless people and crime. There was also frustration that enough wasn’t being done since he took office. ....

Put yourself there: Chinatown, Honolulu during and after WWII.  Drummer Harold Chang, now 92, remembers jazz clubs all through the neighborhood. 
 
 
Chang says fine musicians cycled through Hawai i in the military. And the robust entertainment scene, centered in Chinatown, attracted high quality players to the islands. 
 
Good musicians were coming in and going out. In the service, at night they d go to Hotel Street. And jam, you know?
 
You can still find Honolulu s oldest bar, good old Smith s Union, on Hotel Street. Established in 1934, it opens daily at 8 a.m.  In the late 40s, 50s and 60s, Remember international tattoo trend setter Sailor Jerry? His tattoo parlor and others, welcomed patrons, alongside fortune tellers, next to liquor stores, taxi dance halls, and jazz bars on Hotel Street.  ....
