City to Expand Ewa Beach, Makiki Emergency Services to 24 Hours

Starting on July 4, the Ewa Beach and Makiki ambulances will expand their services from 12 hours to 24 hours a day, the city announced Monday.
The increased coverage comes as the West O‘ahu community continues to grow. In 2020, the city said its Makiki unit responded to 3,510 calls and its Ewa Beach unit responded to 2,357 within their daily 12-hour shifts.
Additionally, a pilot Community Paramedic Program is expected to start in the next six to 12 months. The program will respond to calls that have less urgency, such as anxiety and hunger pains.
Dr. Jim Ireland, director of Honolulu Emergency Medical Services, explained how the expansion will affect response times. ....

Blangiardi Administration And State Lawmakers Come To An Agreement With EMS Transfer

Hawaiʻi is the only state in the country that regulates and funds the EMS systems of its counties. Paramedic services are generally the responsibility of local municipalities, and can be part of a county s fire department.
However, the state legislature is aiming to transfer the responsibility under House Bill 1281. It proposes a four-year transfer of Oʻahu s EMS system starting as soon as July.
Under the measure, the state would give the City and County of Honolulu $46 million in operational expenses for the first year, and reduce that amount over the next three until the city is solely responsible for the system. ....

After tougher COVID-19 restrictions were implemented, cases dropped to a seven-day average of 75 cases at the beginning of October 2020, when the sampling process concluded. Yan said the reduced concentration of the virus in the wastewater samples directly correlated with the drop in COVID-19 cases.
“Typically we think wastewater is loaded with enteric pathogens (microbes such as viruses, bacteria and parasites that cause intestinal illness). This study shows that wastewater surveillance can also be used to track community disease burdens of pathogens causing respiratory infections,” Yan said. “This is extremely important as we closely monitor emerging variants of COVID-19 in the community and other potential pandemic strains in the future.” ....

There could be another delay to the interim service of Honolulu s rail project. Interim rail authority executive director Lori Kahikina told city council members that during a budget review of the semi-autonomous agency.
Kahikina says there is an issue with the wheels of a car and a section called a frog.
On the train, when we have to cross rails, for whatever reasons, it s called a frog. It s where the tracks cross, Kahikina said.

Blangiardi opened his speech by reviewing the impact the coronavirus pandemic had on Oʻahu residents and businesses, while acknowledging the progress made in combatting the disease. He says the state is expected to reach a milestone later this week by vaccinating 500,00 residents.
But there are many challenges facing the new administration, the first was addressing the City s budget for the next fiscal year.
We presented our budget to the City Council on March 2 that was $73 million less than what was proposed last year, Blangiardi said.
Blangiardi says he is committed to not furloughing any city workers or suspending any government services. Last year, the City was facing a projected budget shortfall of $400 million. That projected shortfall is now down to around $31 million, according to budget and fiscal services director Andy Kawano. ....
