Longtime Largo recreation director lashes out after sudden termination


LARGO — Longtime city Recreation, Parks and Arts Director Joan Byrne lashed out at city administration in a lengthy email July 27 after her sudden termination.
I speak not in bitterness but in concern. My firing is unusual enough to warrant independent review, she wrote to commissioners.
In an email to city employees July 27, City Manager Henry Schubert wrote that he has lost confidence that Byrne is able to uphold the role of leadership including promoting the good of the whole, demonstrating collaboration across departments and divisions, and inspiring trust both internally and externally in the community.
Schubert wrote that firing Byrne was a very difficult decision for him and not the result of any one singular incident, adding that he is grateful for the years of service and the successes achieved by the Recreation Department during her tenure. ....

Largo budget aims to continue city's 'forward progress' | Largo


LARGO — City Manager Henry Schubert released the fiscal year 2022 budget June 30, and it appears Largo has not only weathered the financial storm caused by the pandemic, but it might be coming out the other side in an even better position.
The total budget reflects a 36.91 percent increase in expenditures from the FY 2021 budget.
The total gross expenditures are $256.7 million for all funds, including $95.5 million for the general fund.
“The past year saw numerous steps forward for our community and this budget will continue that forward progress,” Schubert wrote in his introduction to the budget.
The COVID crisis
According to the budget, revenue losses from the pandemic have totaled about $4 million. ....

LARGO — The game of youth soccer has taken a dramatic turn in the past 20 years. A combination of competitiveness and cash has changed the game for some from a recreational outlet to a lucrative enterprise that includes numerous affiliations and big-time tournaments.
If the city of Largo’s parks and recreation staff members didn’t know that a few months ago, then they certainly do now after a seemingly innocuous decision regarding the Belcher Soccer Complex caused a stir that led to the department’s director apologizing to the City Commission.
That director, Joan Byrne, said a change in the process for how the city chose an organization to provide programs at the complex is what led to a flurry of emails from parents and coaches to the commission. ....
