The European Commission welcomes the political agreement reached at the Transport Council on the Technical Pillar of the Fourth Railway Package.
The Technical Pillar includes three proposals of a comprehensive package of measures to deliver better quality and more choice in railway services in Europe: Interoperability and safety directives and a new set of rules for the European Railway Agency.
A key role is addressing rising traffic demand, congestion, fuel security and decarburization. But the rail sector is fragmented in national markets that entail a huge variety of rules and procedures for manufacturers and railway undertakings. ....

Rail sector posts multi-billion euro losses amid pandemic in 2020

European rail companies lost a staggering €26 billion in 2020 as the COVID-19 epidemic took a heavy toll on passenger and freight revenues across the continent, boding ill for 2021, designated to be the ‘European Year of Rail’.
The alarming figures were released by the Community of European Railway and Infrastructure Companies (CER), a trade body representing a host of national railway carriers including Germany’s Deutsche Bahn, France’s SNCF, and Italy’s Ferrovie dello Stato Italiane.
Passenger services made up the vast majority of the losses, registering a 42% drop compared to 2019 at a cost of 24 billion euros.
Freight services suffered a 12% reduction, which translated to a two billion euro shortfall. ....

The EU adopted a Mobility Strategy in December, aimed at modernizing the timetabling process and ticketing, while improving capacity and performance.
We can better align the price of using transport with its societal costs, including pollution. This would reduce the cost disadvantage of greener transport alternatives, such as rail. As foreseen in our Mobility Strategy, all external costs of transport within the EU shall be covered by the transport users by 2050 at the latest, said Valean.
The Commissioner argues that raiway systems should be among the primary beneficiaries of the Recovery and Resilience Facility an EU financial support program aimed at making the bloc s economies more resilient through public investments and reforms, notably in green and digital projects.
