Serious concerns linger about new Colombo Port City Law: Transparency International Sri Lanka


On the 20th of May 2021, the Parliament of Sri Lanka passed the Colombo Port City Economic Bill into law. Two days prior to the vote on the Bill, the Speaker of Parliament revealed to the members of Parliament and the general public the determination given by the Supreme Court of the Country with regard to the constitutionality of the Bill.
Transparency International Sri Lanka (TISL) was one of the petitioners that had challenged the Port City Bill. While welcoming the determination of the Supreme Court, TISL continues to have serious concerns about the new legislation.
The hasty process adopted failed to uphold the right to information of the people.  ....

Relief on tariff for Mongolia under Asia Pacific Trade Accord (APTA)
Mongolia has been officially appointed a stakeholder of the Asia Pacific Trade Accord (APTA) in which Sri Lanka, too, has been a partner State on September 29, 2020.
Sri Lanka, therefore, has to exchange tariff reliefs mutually with Mongolia. Mongolia, too, is qualified for obtaining the relief granted by Sri Lanka under the accord to the countries such as Bangladesh and Laos that are already stakeholders. The Cabinet approved the proposal by the Trade Minister for awarding tariff concession and conducting discussions with the country for identifying tariff concessions that will be mutually agreed upon between the two parties. ....

CBSL impose penalties on three financial institutions

The Central Bank of Sri Lanka stated that by the virtue of the powers vested under Section 19 (1) read together with section 19 (2) of the Financial Transactions Reporting Act, No. 06 of 2006 (FTRA), financial penalties are imposed on Institutions for non-compliance with the provisions of the FTRA.
The penalty may be prescribed taking into consideration the nature and gravity of relevant non-compliance of the Financial Institution or the Designated Non-Finance Business.
Accordingly, as the regulator for Anti-Money Laundering and Countering the Financing of Terrorism (AML/CFT) in the country, the FIU imposed penalties amounting to Rs. 2.3 million in total for the period from 01 June 2020 to 31 December 2020 to enforce compliance on Financial Institutions. The Monetary Board of the Central Bank of Sri Lanka decided to publish the penalties imposed on the Financial Institutions by the FIU in order to improve the AML/CFT compliance level i ....
