The Biden Administration's $100 billion broadband plan marks the end of an era.
Since telecom reform began in the mid-80s with the breakup of the old AT&T it's been big telecom that has driven the industry, constrained by no more than light-touch regulation.
That's been the case not just in the US but across the OECD and much of the developing world.
The new Biden plan, hazy as it still is, drives the last nail in the coffin of the old regime.
Just as the deregulation era was driven by wider economic trends and new technology that rendered obsolete the "natural monopoly" concept, today's change is driven by an equally broad recognition that we need governments to do certain things, like manage health crises and ensure access to affordable broadband.

World's first study to evaluate greenhouse gas emissions from Chinese inland waters

Inland waters are an important component of the global carbon cycle and function as active reactors, transporting and transforming large quantities of naturally- and anthropogenically-derived carbon. Previous studies suggest that inland waters are major sources for greenhouse gas emissions to the atmosphere, yet these emissions are poorly constrained (Note 1).
As a primary greenhouse gas that drives global climate change, carbon dioxide (CO2) emissions from inland waters play a key role in assessing global carbon cycle. While most efforts over the last decade have focused on refining the emission flux estimates at the regional and global scales, scientists do not fully understand the responsiveness of regional CO2 emissions from inland waters to global change. Recent studies demonstrate that they are subject to upward revisions because key regions, such as China, have not been properly included.

Starved of chips, Huawei pivots to cars and software


Few people today would be aware of Nokia's 19th-century origins as the operator of a pulp mill in Tampere. The evolution of the Finnish firm into one of the world's biggest makers of telecom equipment has taken more than 150 years. Transformation could make one of China's largest pandas similarly unrecognizable in a much shorter period. Battered by US sanctions, Huawei is shedding its identity as a telecom hardware business.
The Chinese equipment giant aims to reinvent itself as a software company serving industries besides the telecom sector. It already boasts the number-two spot in the Chinese market for public cloud services and has established its young enterprise division as the company's growth engine. Enterprise sales last year were up 23%, to more than 100 billion Chinese yuan (US$15.3 billion), and account for more than 11% of the total. China's automotive sector is a prime target.

AT&T, Samsung, others to meet with Biden over chip shortages


AT&T will join other top tech companies – including Samsung, HP, Dell and Taiwan Semiconductor Manufacturing Co. (TSMC) – in a meeting with President Biden Monday regarding the widening effects of the global chipset shortage.
The presence of AT&T is noteworthy considering the operator is one of the nation's three big 5G wireless providers. And there are clear indications that the global chipset shortage has started to wreak havoc with some 5G rollouts.
For example, T-Mobile warned that its 5G fixed wireless Internet service will be "limited by global supply chain constraints at launch." Separately, optical networking company Infinera said the shortages could cost it up to $10 million over the next few months. And Gogo announced it will delay the launch of its planned 5G network from this year to 2022 due to the shortages.

Increased winter snowmelt threatens western water resources

More snow is melting during winter across the West, a concerning trend that could impact everything from ski conditions to fire danger and agriculture, according to a new University of Colorado Boulder analysis of 40 years of data.
Researchers found that since the late 1970s, winter's boundary with spring has been slowly disappearing, with one-third of 1,065 snow measurement stations from the Mexican border to the Alaskan Arctic recording increasing winter snowmelt. While stations with significant melt increases have recorded them mostly in November and March, the researchers found that melt is increasing in all cold season months--from October to March.

Samsung, TSMC $130B plunge underlines the great chip divide

When it comes to semiconductor manufacturing, it's a contest between Samsung and TSMC.
The two firms have just have unveiled plans to invest a total of $130 billion, accounting for 43% of all semiconductor capital investment, according to research firm IC Insights. Tellingly, it's the highest proportion ever by the top two firms in the sector.
Samsung has been the biggest investor in chip manufacturing for the past decade, taking over from Intel, the leader going back to the early 1990s.
Intel has just unveiled a $20 billion plan to build two new plants in Arizona, but Samsung and TSMC are on a different level.

Starlink's threat to wired broadband 'minimal' - analyst


US cable operators and other wired broadband service providers likely won't have to fret too much about SpaceX's Starlink in the coming years. But the emerging satellite broadband service is poised to play a significant role in providing service in rural US areas alongside opportunities in the much larger global market, according to one analyst study.
"We have no trouble imagining Starlink as a potential game-changer for helping to bridge the digital divide in the US," Craig Moffett, analyst with MoffettNathanson, explained in a new report that dissects the potential for the satellite broadband service. "The opportunity outside the US, where broadband availability is generally lower, is even larger. The product appears to deliver what it promises. Globally, the rural opportunity is a very, very big one."

The kangaskhan, Australia's only species of endemic Pokemon in Pokemon Go, is commonly poached within its natural habitat by Pokemon trainers for use in fighting contests
Researchers used several species distribution modeling algorithms to predict how climate change, on top of the already existing human-induced pressures, would impact the distribution of the kangaskhan in the future
In addition to this, they found a way to measure how biased commonly used species distribution models are, and found that some models are so biased that their results weren't influenced by the data at all
The researchers compared these results to previously published models for hundreds of species of Australian mammals and found similar biases
