New CDC cruise guidance seen as 'unworkable' for lines and some small port communities


The CDC’s new guidance clarifies how port communities and cruise lines can work to resume cruising.
But the cruise industry said the new rules are “unworkable.” Cruise Lines International Association said in a statement the rules are so murky that “no clear path forward or timetable can be discerned.”
The trade group known as CLIA is calling on the feds to lift restrictions on cruising this month.
But some see the new CDC guidance as a step forward. The agency hasn’t given much indication on how cruising should resume since late last year. Ketchikan Visitors Bureau President and CEO Patti Mackey said there are still a lot of unanswered questions. ....

New legislation proposes steep fines for violations of Alaska's open-meetings law, but opponents see an attempt at revenge

JUNEAU Anchorage residents opposed to pandemic-related measures and furious at the Anchorage Assembly are supporting legislation that would allow fines of up to $1,000 for violations of the state law that requires local governments to act in public.
Opponents of the proposal include the Alaska Municipal League, Association of Alaska School Boards and the Municipality of Anchorage, and say the proposal is ripe for abuse and frivolous complaints that could discourage Alaskans from running for local office or volunteering for boards and commissions.
If Senate Bill 15 becomes law, anyone could file a complaint with the Alaska Public Offices Commission, alleging that a public official had violated the state’s Open Meetings Act. The commission is required to investigate the complaint, and if commissioners agree that the complaint is valid, the official could be fined up to $1,000. ....

Congress, over the course of two administrations, has passed relief measures totaling $6 trillion. The most recent, the American Rescue Plan, or ARP, accounts for a third. Individuals, businesses, state and local governments, schools, hospitals, and many others will see benefits from this effort in the months to come.
For each tranche of federal relief, there were – and remain – strong arguments for more targeted spending, or at least not financing it only with debt. Ultimately, however, those gave way to political considerations. Because Congress can always add to national debt, the easiest way to address competing claims for need at the federal level is by increasing the size of an aid package. ....

Dunleavy proposes changes to oversight of state ferry system


Gov. Mike Dunleavy has proposed a new bill to rework the oversight process of the Alaska Marine Highway System. 
The bill calls for the creation of the Alaska Marine Highway System Operation and Planning Board, and the dissolving of the Alaska Marine Transportation Advisory Board. 
The latter — which included industry experts, former captains, Kodiak Rep. Louise Stutes and others — worked for months on a series of recommendations for the state government. Dunleavy had convened that group as well. 
This new group would be tasked with building and updating a short-term plan every year and a more comprehensive long-term plan every three years. Those plans would then be turned over to the governor’s office.  ....

Alaska Journal | Stakeholders urge Legislature to update emergency declaration

Alaska State Hospital and Nursing Home Association CEO Jared Kosin wrote to the Journal via email that the organization recieved a letter from federal Centers for Medicare and Medicaid Services officials that addresses many of the concerns ASHNHA member organizations had about pandemic response operations without a formal state emergency declaration. However, the health care group still wholeheartedly supports the Legislature s passage of House Bill 76, the public health emergency legislation lawmakers are debating to mitigate the regualtory amibuity and unintended consequences caused by the current situation, according to Kosin.
