Cranston abandons anti-panhandling ordinance after lawsuit


The city agreed to pay $140,000 of the ACLU s legal costs to settle the case.
Cranston first passed an ordinance to stop people asking for money from motorists in 2016, but settled another legal challenge from the ACLU and agreed that the ordinance was unconstitutional. 
The city returned a year later with a reworked version of the law, which also ended up in court.
The 2017 ordinance prohibited anyone from entering a major roadway to exchange anything with someone inside an automobile. 
Shortly after the ordinance was passed, six people were convicted of violating the law for distributing fliers in a traffic median of Sockanosset Cross Road. ....

Of the eight countries that do not designate education as a fundamental constitutional right, all but one are subject to the United Nations Convention on the Rights of the Child, which recognizes a child’s right to education. Standing alone as the one country that has not ratified this Convention is the United States. Despite having ratified the Universal Declaration of Human Rights, which recognizes that “everyone has the right to education,” the United States does not guarantee its citizens a constitutional right to education. ....
