State College OKs Block Grant Funds for Out of the Cold's Purchase of a Permanent Shelter Location

Council authorized an amendment to the borough’s plans for use of CDBG funds to direct $234,000 to Out of the Cold for its purchase and renovation of the Meetinghouse on Atherton, 318 S. Atherton St.
The amendment will take $227,138.81 from the Borough First-Time Homebuyer Program and $6,861.19 from the operating budget for the now-defunct House of Care.
Borough Manager Tom Fountaine said the First-Time Homebuyer Program “has seen little demand.” In a policy briefing summary, Senior Planner Maureen Safko explained that first-time homebuyers have had a preference in recent years “to purchase homes through the State College Community Land Trust, or through The HOME ....

A Request for Proposals (RFP) for the first ten parcels to be made available under the Blue Hill Avenue Action Plan was released on May 3rd. This RFP for Blue Hill Avenue B1 Parcels is the first group of 30 City-owned parcels being offered.
Redevelopment goals are to support the creation of new mixed-use development, such as affordable housing with first floor retail, food markets, cafes/dine-in restaurants, and cultural arts centers. This RFP was shaped by the feedback the City received through online community meetings, multiple walking tours, interactive multilingual signage on designated parcels, and multilingual online surveys about potential site uses. The community process also called for promoting opportunities for residents and businesses to participate in neighborhood development, and to maximize efforts to increase equity and inclusion. BOSTON - Friday, April 30, 2021 - Building on her commitment to equity and stable housing in Boston, Mayor Kim Janey today announced that the City s Community Preservation Committee (CPC) awarded $5 million, for inclusion in the FY’21 funding round of the Community Preservation Act (CPA) to the Boston Home Center’s ONE+Boston First-Time Homebuyer Program. The ONE+Boston program gives income-qualified, first-time Boston homebuyers a greater ability to purchase a home in Boston by combining a discount on a low-interest rate mortgage product with down payment/closing assistance. The ONE+Boston program includes the City’s first affordable mortgage product to be created specifically for low- and moderate-income first-time homebuyers who currently live in Boston. ....
