EXTRAJUDICIAL KILLINGS IN SACABA AND SENKATA: Irregularities in investigations, Intimidation of witnesses, lack of reparations and access to justice – ANDEAN INFORMATION NETWORK


In November 2019, Bolivian security forces carried out operations against two protests in Sacaba and Senkata that resulted in the deaths of 21 Bolivian civilians and hundreds of injured. These casualties make November 2019 the second-deadliest month, in terms of civilian deaths committed by state forces, since Bolivia became a democracy, almost 40 years ago.
Multiple international institutions, including the Inter-American Commission on Human Rights (IACHR), have described these operations as “massacres.” The IACHR expressed concern about the “excessive and disproportionate use of public force” and “serious human rights violations” carried out by the Áñez government. International human rights institutions have made a firm call to the Bolivian State to comply with its international obligations by investigating the massacres, trying and punishing those responsible, and providing reparation to the victims and their relatives. Harvard, Yale, and University Network for Human Rights Legal Experts Call on Biden Administration to Aid Climate Refugees | News


Human rights experts from Harvard Law School, Yale Law School, and the University Network for Human Rights published a white paper calling on the Biden administration to aid refugees escaping the effects of climate change in Central America on Thursday.
The white paper focuses on the Northern Triangle a region consisting of El Salvador, Guatemala, and Honduras and the “large-scale migration” of civilians fleeing the impacts of a deteriorating environment.
Thomas B. Becker, an attorney at the University Network for Human Rights and a co-author of the report, said many legal experts decided to work together on the white paper because of the “interesting intersection” between immigration, asylum, and human rights law. ....

Studies have estimated climate change could displace over 200 million people by 2050, including many in Central America, including Guatemala, El Salvador and Honduras. Last year, two hurricanes devastated the region, forcing thousands to flee.
We go now to Camila Bustos, human rights associate at the University Network for Human Rights, one of the co-authors of a new report titled “Shelter from the Storm: Policy Options to Address Climate Induced Displacement from the Northern Triangle.” It was recently published in collaboration with experts from Harvard Law School and Yale Law School. ....

Federal Judge Upholds Ruling Against Former Bolivian President in Human Rights Case Brought by HLS Clinic | News


Harvard Law School’s International Human Rights Clinic secured a historic victory last Monday as a federal judge turned down former Bolivian president Gonzalo Sánchez de Lozada and former defense minister José Carlos Sánchez Berzaín’s request to reverse a $10 million judgment against them for the massacre of Indigenous people in 2003.
Then HLS second-year student Thomas B. Becker brought the case to the clinic in 2006, and lawyers there, alongside other nonprofits and private law firms, filed the original suit on behalf of 10 members of Bolivia’s Indigenous population the following year. In a landmark decision in 2018, an American jury found the two Bolivian officials responsible for the extrajudicial killings. District Judge James I. Cohn reaffirmed that decision on April 5. ....
