On Friday, the owner of Hong Kong’s biggest pro-democracy newspaper had his assets, amounting to HKD$500 million, frozen.
Mr Lai was already facing trumped up charges under the National Security Law, but this step is the biggest blow to date for press freedoms and puts the long-run viability of his newspaper, Apple Daily, into question. Chinese universities ax publication requirement for Ph.D.s


She told local media that requiring specific numbers of published papers or demanding inclusion in a journal with a certain impact factor as a precondition for graduation damages collaborative research and “hinders the cultivation of innovative talents.”

Times Higher Education that the adoption of mandatory publication over the past two decades “was mainly driven by the benefits it offers for subject evaluation and university rankings rather than the commitment to guarantee the quality of Ph.D. education.” ....
