COLUMBUS, Ind. – Chief of the Columbus Police Department (CPD) Michael Richardson recently awarded two officers for their actions in assisting an older woman by presenting them with Letters of Commendation.
Officers Chris Strickland and Adam Wisenbaugh were dispatched to a local apartment on January 28 to check on the welfare of an elderly woman. When they arrived, they discovered that she did not have food, water, or electricity.
Since a hot meal site was not open, Strickland purchased food for the woman using his own money. Due to her age, Wisenbaugh thought the woman would be more comfortable staying at a local hotel rather than a homeless shelter, so he worked with a local charity to get her a temporary hotel room. ....

COLUMBUS, Ind. – Columbus Chief of Police Michael Richardson recently announced two promotions and a lateral transfer within the police department ranks.
Toby Combest was advanced to the rank of Uniform Division Captain. He most recently served as lieutenant of the Criminal Investigation Division. Combest is a lifelong resident of Columbus and a 12-year veteran of the Columbus Police Department (CPD).
Jay Frederick was selected as the Administrative Captain after Capt. Jon Rohde retired. Capt. Frederick, who previously served as the department’s Uniform Division Captain, has been a law enforcement officer for over 30 years and has been with CPD for nearly two decades. ....

CPD officers receive commendations after responding to mental health emergency

COLUMBUS, Ind. – Columbus Chief of Police Michael Richardson recently awarded five Columbus Police Department (CPD) officers letters of commendation for their actions in safely resolving a call involving a mentally ill man armed with a knife.
On July 31, 2020, CPD Sgt. Oscar Olmeda was checking the welfare of a man with a history of mental health issues. While Olmeda spoke with him, the man produced a knife and threatened to harm the officer, who then retreated and requested assistance.
Sgt. Robert Mitchell, along with officers Alex Hill, Andrew Celik, and John Busack responded to help Olmeda and they all continued for over 90 minutes to try to get him to drop the knife. The officers eventually used a Taser and bean bag rounds in an attempt to get the man to release the weapon but he still refused. ....
