WHEN Shirley-Anne Somerville says she will take full responsibility for the appeals process for this year’s diet of “exams”, she’s doing nothing noble or exceptional: she is merely explaining where responsibility lies – with her. The SQA is not some alien monster inflicted on the education system, controlling exams and, of its own volition, making teachers’ and pupils’ lives a misery. No, the SQA is a quango set up by and controlled by the Government. It is the Government that sets the policy and it is for the SQA to exercise its technical expertise to carry out this policy effectively and efficiently. So, Curriculum for Excellence is a Government-determined programme and this includes not only the outcomes but also the assessment regime. SQA’s job is to provide the technical expertise to ensure that the assessments achieve the aims determined by the Government.

AS I have shown over the last few weeks, Scotland’s Radical War or Scottish Insurrection of 1820, centred on Glasgow, was a long time coming, and events in England and the influence of Englishmen in particular proved crucial in the run up to that revolutionary year. After the huge meeting on Glasgow Green in October 1816, the radical movement transformed as weavers and men from other trades formed societies, usually based on workers’ unions, to campaign for political change and better conditions for workers. The movement started in and around Glasgow and there was much talk of revolution – many of the radicals were former soldiers who had returned from beating Napoleon to find no jobs for them.

Times Past: When Glasgow woke up to class inequality

In the latter years of the 18th century and the early years of the 19th century, Glasgow was like other parts of Scotland, most notably Edinburgh and Aberdeen, in that its citizens were engaged in what he would now call politics but which back then was described as philosophical speculation. The Scottish Enlightenment, of which Glasgow was a principal centre, led people young and old, wise and foolish, and mostly male but with a few female contributors, to discuss, question and learn about such issues as emancipation, human rights, state power, and political control of the many by the few – especially in Scotland where just a few officials such as the Lord Advocate and Solicitor General ran the country, and where burghs were notable for the corrupt practices of the gentry who ran them. Even Henry Dundas, the uncrowned King of Scotland, had to act when it became clear that corruption was everywhere, but he was more concerned about radicalism.
