New Business Levy to Fund $3.8B Mental Health Reform: Victorian Budget
Victorian-based businesses will be levied with a new surcharge to rebuild the state’s “broken” mental health system, according to the state’s newly released 2021-22 budget.
On Thursday, Treasurer Tim Pallas revealed the state of Victoria’s economy, which is expected to reach a net debt of $102.1 billion this year and increase to $156.3 billion in 2024-25.
The state has responded with a suite of new taxes to balance the books, as well as new initiatives targeting the health, education, and transport sectors.
The newly announced Mental Health and Wellbeing Levy will bankroll the state’s $3.8 billion mental health system reform. ....

Mental Health Victoria CEO Angus Clelland said last night’s Federal Budget announcement represents the “start of a long-overdue generational shift in mental health and suicide prevention investment”.
MHV welcomed last night’s announcement of a record $2.3 billion investment in mental health and suicide prevention over four years to 2025.
Stand-out budget initiatives included $820 million in commitments for the expansion of the fledgling national adult community mental health centre program, enhancement of headspace, and establishment of child mental health and wellbeing hubs.

Thousands of Victorians with severe mental illness spent more than eight hours waiting in emergency departments before being admitted to a psychiatric care bed.
Mental Health Minister James Merlino conceded on Tuesday the wait times were “not good enough and Victorians deserve better” as new data showed the government had failed to meet its target of admitting 80 per cent of mental health patients within eight hours for the past six years.
