Highlands group heads to court for quarry appeal


“Not taking action on a project like this is the new climate-change denialism,” he said.
Richardson said of all the detrimental environmental and health and safety impacts of the mine in the residential community, the biggest and most worrying threat is to the groundwater on which Highlands’ residents rely for their drinking water.
“This strip mine site sits right next to a CRD toxic-waste dump. The devastating potential for groundwater contamination is too great a risk to allow,” he said.
The project is being developed by O.K. Industries, which bought the 64-acre property in 2015 for $4.2 million. The company initially applied to have it rezoned to accommodate commercial and light industrial activity from its green-belt designation. ....

Manager Jeffrey Baergen said the program has been in the works for four years, but the process was speeded up when overdose deaths began rising.
The program has room to grow, he said. Adult men are in the program for six months, and can then move to second- and third-stage housing.
“So they can actually stay here for up to two years,” Baergen said.
He said the Salvation Army believes in recovery first, rather than housing first.
“Unhealthy people simply cannot sustain housing,” he said. “Until we prioritize health over housing, the cycle of homelessness will never end.
“Recovery is a piece of a very complex continuum that aims to end that cycle.” ....

Protests greet work at Highlands quarry site


The company recently cleared a legal hurdle allowing it to start site preparation for the project. The B.C. Supreme Court ruled the District of Highlands’ bylaws over activities on the quarry site do not apply as the activities, which include tree falling, soil removal, blasting and building, fall under provincial jurisdiction and the Mines Act.
However, OK Industries is still facing another date in court over the proposed quarry.
The Highlands District ­Community Association has filed an appeal of an earlier B.C. Supreme Court ruling that denied a judicial review of the province’s decision to approve a mining permit for the project. A date for the appeal has not yet been set. ....
