Base Titanium wins long-running levy battle against Mombasa County

Summary
Kenya’s Mineral sands operator Base Titanium has won a protracted legal battle with the County of Mombasa. 
The seven-year-long dispute has seen Base Titanium forced by the county to pay cess totalling Ksh1,542,000 ($14,411.21) as of December 31, 2014.
Titanium filed another appeal at the Supreme Court on grounds that the Court of Appeal erred in its interpretation and application of Article 209(4) of the Constitution.

Mombasa bar owners sue county over new levies

Mombasa bar and restaurant owners have moved to court to challenge the current county Finance Act, claiming that the county is using it to collect taxes, levies, and charges for last year.
Through the Mombasa County Bars, Hotels, Restaurants and Guest House Association, they claim that the local government is coercing them to pay charges, levies, taxes and penalties for last year before they are issued with operating licences for 2021.
In a petition at the High Court in Mombasa, the association argues that the county government has ignored a fact that the National Government had ordered the closure of their businesses last year due to Covid-19 and they have not fully re-opened to date. ....
