Spain and Portugal face regulatory hurdles to unleash energy storage potential

There exists a strong potential for energy storage to provide ancillary services in the Iberian Peninsula’s booming renewables market, but regulatory stability should be provided to encourage the sector’s growth.
That was one of the takeaways from a panel discussion focussed on Spain and Portugal at the ongoing Energy Storage Summit 2021 virtual event.
Berto Martins, director of electricity markets at utility company EDP Portugal, said ancillary services will be the “key driver” to maintain system security and provide the correct frequency response within an increasingly renewables-based electricity system. “Balancing the whole system, I am very optimistic that batteries will play an important role in the next decade in the Iberian Peninsula,” he said. ....

Energy Storage Summit 2021: what will the DS3 framework look like in Ireland from 2023?

With the current tariff framework for energy storage in Ireland set to come to an end in April 2023, there is scepticism over the support that will follow.
Given the onerous number of checks needed to bring in a replacement framework, and lessons learnt from the current “Delivering a Secure, Sustainable Electricity System” (DS3) framework, it is unlikely to be ready in the next two years suggested Bernice Doyle, head of Grid Services at Statkraft Ireland.
If a high level decision about the direction of DS3 is made this year, it could be running by 2024 she continued, speaking in the Ireland panel during Solar Media’s Energy Storage Summit 2021. ....

Italy's battery storage market 'can be massive but fine tuning and review' of regulations is needed

The success of an auction for fast reserve grid services held by Italy’s transmission system operator (TSO) indicates a strong appetite for battery storage, but market rules and regulations need some revision to capture that opportunity.
At a round table session today at the Energy Storage Summit 2021, the country’s storage market and its future prospects were discussed. Paolo Marino, director of Milan-headquartered energy markets consultancy REF-E, said that there is a pipeline of projects under development of more than 1GW in the country, with many stakeholders eager to be “part of the story” as Italy strives towards its renewable energy goals. ....
