The program allows lower-income adults, ages 19 to 64, to receive fare discounts that range from 20% to 50% on most transit systems around the region, according to a statement released Wednesday by SolTrans, which serves Vallejo and Benicia. Clipper Start is an 18-month pilot program initiated by the Metropolitan Transportation Commission and Bay Area transit agencies that use the Clipper transit fare payment system to reduce the cost of transportation for adults whose household incomes are no more than twice the federal poverty level. ....
