Group Says Stalled Plan On Penn. Sewage Needs Action
Law360 (May 7, 2021, 7:20 PM EDT) An environmental group asked to intervene in a federal court suit over Harrisburg, Pennsylvania, sewage overflows and said in a proposed new complaint that officials must be forced to finally make significant efforts to comply with the law.
The Lower Susquehanna Riverkeeper Association asked Thursday to step in to the 6-year-old case so it could file new claims, saying a 2015 consent decree has failed to force meaningful change and it s necessary to establish deadlines to force the system into compliance with the Clean Water Act and other laws. Capital Region Water discharged 584 million gallons of untreated sewage into the Susquehanna River 41 percent of all the water that entered the system in 2020.
Last April, while most people were preoccupied with a global pandemic, the Trump-era U.S. Environmental Protection Agency raised an alarm over Capital Region Water’s failure to prevent sewer overflows.
“Despite the lengthy discussions and analyses undertaken . . . CRW still seems to be struggling with the concept of the [long-term control] plan,” the letter reads. ....

Capital Region Water announces plan to resume terminations of delinquent accounts

Capital Region Water is preparing to resume service terminations in April for accounts behind on payments.
In a statement, the water and sewer municipal authority said throughout the COVID-19 pandemic, terminations on delinquent accounts were suspended “to lessen the burden on customers facing job losses or other hardships brought on by the economic slowdown.”
Capital Region Water said it will now address the “growing rate of delinquency” by reinstating service terminations from past-due accounts. The water and sewer system is hoping that customers will apply for its assistance program. ....
